Solicitation Number: VA-241-14-Q-0561 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-241-14-Q-0561 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-74, May 30, 2014. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) code is 238210, and the size standard is $14.0 million dollars. (v) This requirement consists of one (1) line item: Provide and install complete CCTV system at the VA Boston Healthcare System (BHS) Brockton campus, Building 2 Ward 2-3-C consisting of 7 CCTV cameras, keyboard with PTZ, LCD monitor, and DVR utilizing ¾" conduit previously installed by others. More specifically described as follows: (4)Flush mount dome PTZ cameras (540 TVL minimum) (3)Flush mount dome fixed cameras (540 TVL minimum) (1)Keyboard with PTZ controller (1)LCD monitor (20", 1280x1024 minimum) (1)24VAC camera power supply (8 port minimum) (1)CCTV DVR recorder (8 channel and 2TB HDD minimum) (1)Ceiling mounting kit for monitor Approximately (1250')14/2 stranded PVC cable Approximately (1250')RG50 PVC Coax cable Approximately (300')Category 6e PVC cable OR Approximately (600')RG50 PVC Coax cable (1)All required connectors, fittings, cables for a finished installation All cameras must be designed specifically for secure environments (inpatient mental health ward). Most cameras will be installed within an existing 2x2 suspended ceiling grid. The DVR shall be capable of providing a live feed to a remote location (camera in and out ports) and the Seclusion room camera feed from Ward 23B shall be connected to the 8th port in Ward 23C and the Seclusion room camera feed from Ward 23C shall be connected to the 8th port in Ward 23B. Based upon existing installations at VA BHS Brockton campus Pelco is the preferred camera manufacturer and Ganz is the preferred DVR manufacturer. CCTV system installation shall be comparable to the CCTV system installation in Ward 23B. There will be a walk through for this opportunity on June 26th at 9:30 am. Please meet in the lobby of building 2 of the Brockton Campus. This will be the only day that a walkthrough will be conducted. (vii) Delivery FOB Destination to Brockton VA Medical Center, 940 Belmont Street, Brockton, MA 02132. (viii) 52.212-1 Instructions to Offerors - commercial Items, apply to this solicitation with the following addenda, (ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical capability of the item offered to meet the Government requirement (ii)Price (iii)Past Performance (x) 52.212-3 Offeror Representations and Certifications - Commercial Items- Offeror's are to include a COMPLETED COPY OF PROVISION 52.212-3 WITH THE SUBMITTED QUOTE, unless offeror has a current ORCA certification.
