- REFERENCE 2.2 REFERENCE 2.1 STATEMENT OF WORK J- PERFORM HYDRAULIC SYSTEM FLUSH FOR NOAA SHIP GORDON GUNTER. NOTICE DATE: JUNE 17, 2014 Notice Type: Pre-solicitation NAICS: 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to remove the metal contamination from the number 2 hydraulic pump aboard the NOAA Ship Gordon Gunter, Pascagoula, MS. Provide all labor, material and equipment in accordance with the attached Statement of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 811310, which has a corresponding size standard of 7 million in annual receipts. Solicitation EA133M-14-RQ-0598 will be issued June 17, 2014 and will close June 26, 2014. The total period of performance for all work specified in the Statement of Work is August 1, 2014 through August 19, 2014. Evaluation factors for Award The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. Past experience is more important than price. The following factors will be used to evaluate quotations: Past Experience: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about June 30, 2014. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
