- ADVANCE NOTICE UPDATE 061714 The Washington Metropolitan Area Transit Authority (WMATA or Authority) intends to solicit bids for the supply and installation of upgrade traction power equipment at 50 Tie-Breaker Stations (TBS) on or about TBD. The Contractor, through itself or others, shall furnish all labor, equipment, materials, quality assurance/quality control, construction and environmental/security/safety superintendence, and field engineering services required for the construction of the Project. The Contractor is responsible for managing program and project coordination with Jurisdictional Authorities and Utilities through the Contracting Officer Representative; obtaining all necessary permits not provided by the Authority, approvals, and easements; performing architectural and engineering services; providing Submittals, field engineering support, quality management system to ensure that all work conforms to specified requirements; and providing operation and maintenance training and manuals for the systems and equipment installed. Unless otherwise notified, WMATA intends to hold a Pre-Bid Conference and Site Visit on or about TBD. The purpose of this conference will be to answer questions regarding, or requests for clarifications of, the Invitation documents. It is requested that Bidders submit their questions and requests for clarifications of the terms, conditions, and requirements of this Invitation to Bid to the Contracting Officer in writing either in advance of the meeting or during the meeting. Although questions from the floor are permissible, statements or representations made during the Conference are not legally binding. Changes resulting from this Conference or the site visits are official only if issued through an Amendment to the Invitation For Bid (IFB). Although attendance is not mandatory, WMATA highly recommends bidders visit the Site of the Work and inform themselves of all local conditions that may affect the Work or the cost thereof. Contractor attendance shall be limited to no more than two (2) attendees per contractor. A scheduled visit to five typical sites will be arranged by the Authority, which will be at night. This visit will be a one-time opportunity. No other opportunities will be available nor will requests for visits be granted. A Contractor Photo ID badge and Right-of-Way training will be required if the individual will be present on Authority Property for the Site Visit. All site visit participants shall submit the names of a maximum of 2 personnel planning to attend the site visit, no later than TBD to the Contract Administrators, via email, at mdglimp@wmata.com and wgeroux@wmata.com. The submission shall include the following completed attachment: 1. CONSUMER AUTHORIZATION FOR RELEASE OF PERSONAL INFORMATION - SMARTRIP® CONTRACTOR IDENTIFICATION BADGE AND/OR ACCESS TO METRO PROPERTIES AND FACILITIES Once received and approved, Right-of-Way training will be scheduled and provided by WMATA prior to the Pre-Bid Conference and Site Visit. The Right-of-Way training will take place at a WMATA facility. Please see the Advanced Notice for additional details. Bidders shall be bound by all the terms of the Contract regardless of its attendance at the pre-Bid conference, or the thoroughness of its Site investigation prior to submitting its Bid.
