- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to make a sole source award to Alpha & Omega Pipe Insulation upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Alpha & Omega is the only source capable of fulfilling the Government's requirement for the replacement and installation of new Ice Builder Coils (IBC) in the Ice Engineering Facility (IEF). This requires having specific experience dealing with a highly specialized ammonia refrigeration system and controls, as well as thorough knowledge of general ammonia refrigeration controls, specific knowledge of CRREL's SCADA system, submerged refrigeration methods, and other electro-mechanical details unique to CRREL's Ice Engineering Facility, components of which were installed by the identified vendor's personnel. Another vendor would pose a significant risk to project success, whereas the listed vendor has a history of successful repairs and upgrades to the IEF refrigeration system. Form and Fit: The materials and services must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Configuration of the current control valves installed for the IBC for the Flume and Research Area were installed by this vendor's personnel and the new coils have to interface with the existing control valves. The vendor has to replicate the control valve group used in the Flume and Research Area for the Test Basin. Controls and operation of the three IBC need to be identical. Alpha & Omega has a working knowledge of the ammonia refrigeration system in the Ice Engineering Facility. Its personnel have managed projects for refrigeration modifications in the IEF for 20 years. Projects varied from installing compressors, heat exchangers, replacement of control and stop valves and piping insulation and trouble-shooting operational problems. No other vendor possesses the required knowledge of the ammonia refrigeration system in the Ice Engineering Facility. Any modifications to CRREL's unique ammonia refrigeration system would require an unacceptable amount of catchup time and system familiarization for a vendor who has not previously performed the work. This Notice of Intent is not a request for competitive proposals; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement for review. Please provide responses to this notice no later than 23 June 2014 at 12:00 PM CST. All responses should be sent by e-mail to Tom.F.Nowocin@usace.army.mil. NOTE: Telephone responses will not be accepted. A determination by the Government not to compete these requirements based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
