- This is a market survey/sources sought synopsis for Interior Communications Integrated Voice Network (IVN) Material Support. Reference RFP N65236-14-R- 0004.The Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) IPT for Interior Communication Systems is seeking information from potential sources to provide backfit replacements for the purpose of modernizing the existing Integrated Voice Network (IVN). SPAWARSYSCEN Atlantic is responsible for acquisition engineering of end to end systems for Navy Ships and commands. These items support the tactical command and control systems on and off of the ship. The proposed acquisition consists of systems equipment, materials, and incidental services to support the Integrated Voice Network (IVN). The CVN 68 Class, LHD 1 Class, LHA 6 Class, and LCC 19 Class ships are either built with an Integrated Voice Network (IVN) AN/STC-4(V) installed, or are backfit with IVN. This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a Request For Proposal (RFP) or a promise to issue an RFP in the future. Responses to this Sources Sought Notice are not offers and do not commit the Government to contract for any supply or service whatsoever. At this time, the Navy is not currently seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice or any follow-up information requests. All costs incurred or associated with responding to this notice will be solely at the respondents expense. Small businesses having the capabilities to provide IVN material support are encouraged to reply to this notice. The Government reserves the right to consider a set-aside for small businesses or one of the small business preference groups. (i.e., 8(a), SDB, SDVO, etc.). Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is issued, it will be synopsized on the FEDBIZOPPS website at http://www.fbo.gov and the SPAWAR e- Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential responders to monitor these sites for additional information pertaining to this requirement. Contractors must submit their response by e-mail to Ornette.adams@navy.mil no later than 1400 hours, 1 July 2014. We anticipate the resulting contract being a firm-fixed-price contract for a period of performance not to exceed 5 years.
