Description: The purpose of this announcement is to post the DRAFT SIR for the Controller Training Contract (CTC) requirement. References: a. Controller Training Contract Market Survey/Request for Information, Solicitation # 15383, dated 11/25/13 b. Controller Training Contract Information Update, Solicitation # 16260, dated 5/9/14 1. The FAA is seeking industry comments on the attached DRAFT Screening Information Request (SIR) for the Controller Training Contract (CTC) in support of the delivery of Air Traffic Controller training services for the FAA ™s Office of Safety and Technical Training (AJI). AJI is part of the FAA ™s Air Traffic Organization (ATO) and is responsible for the oversight and management of the FAA ™s air traffic controller training program at the agency level. Attachment J-0, œCTC Programmatic Objectives included with the Draft SIR describes the CTC concept and specific objectives the FAA is seeking to achieve under the contract. 2. This pre-solicitation announcement is issued solely for information and planning purposes. It does not constitute a final SIR or a promise to issue a final SIR in the future. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the FAA is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the FAA will not pay for any information or administrative costs incurred in response to this announcement and all costs associated with responding will be solely at the interested party's expense. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be posted on the FAA Contract Opportunities (FAACO) website and the FAA has already determined that any procurement for the CTC requirement will be a full-and-open competition; it will not be restricted to small business Offerors only. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 3. The FAA intends to use various FAA and contractor support staff in reviewing and evaluating any responses to this announcement and will ensure that the appropriate organizational conflict of interest and nondisclosure agreements are signed prior to any review. 4. The attached draft SIR consists of Sections A through M, including draft Section J attachments. While the FAA requests feedback on any aspect of the draft SIR, the FAA is seeking specific feedback on the following areas of the draft: a. Section B. i. Please provide any suggestions related to Section B and the CLIN structure, i.e. Firm Fixed Price (FFP) vs. Time and Materials (T&M). ii. The draft SIR provides the FAA the flexibility to order instructional support at the FAA Academy on either a fixed price per class basis or through a T&M task order. Please provide any feedback on how either the FFP or T&M cost recovery approaches might impact your ability to provide competitive pricing. Specifically: 1. Do you foresee any risks in providing instructional support at the FAA Academy on a fixed price basis? If so, what is the nature of those risks and how might they be mitigated? 2. Would the use of FFP CLINs or T&M task orders as the cost recovery mechanism for instructional support at the FAA Academy influence the pricing of the PMO function? e.g., Does either approach impact the magnitude of program management, contract administration, or administrative support that must be provided by the Contractor at the FAA Academy? 3. Do the fixed price CLIN or T&M task order cost recovery approaches influence how you will ensure that quality performance is maintained? If so, in what manner? b. Section G. With respect to the ordering and invoicing processes outlined in Sections G.6 and G.7, please provide any suggestions you may have to further facilitate the administration of the contract by ensuring clear traceability between invoice charges, the services ordered, and the Government ™s acceptance of those services. c. Is there anything in the attached draft SIR sections that may impede your ability to propose your preferred solution, innovate, or meet the stated objectives in a cost effective manner? If so, describe those impediments or barriers and provide specific recommendations. 5. Interested parties are requested to respond to this announcement by providing comments or suggestions regarding any of the draft SIR documents on the attached comment form. Responses must be submitted via electronic mail (e-mail) to the CTC Contracting Officer, Scott Bukovec, at scott.bukovec@faa.gov by the date below. Verbal inquiries will NOT be accepted. 6. The FAA does not intend to publish the responses to the specific questions in Section 4, but, to the extent that industry feedback indicates there are aspects of the Draft SIR that require clarification, the FAA may provide responses to selected follow-up questions received from industry. As such, any follow-up questions or comments from vendors should not contain any proprietary or sensitive information. 7. Comments must be submitted on the attached MS Word table in œ.doc format and the file must be unlocked. Responses must not exceed 10 total pages total (not including a cover letter). No other form of submission will be accepted. Responses to this announcement must include the following: Name, mailing address, phone number, and e-mail of designated point of contact. 8. Submissions are due by 4:00 pm EDT on July 9, 2014. The FAA will provide acknowledgment of receipt to each respondent via e-mail.
