Description
This is a modification to the synopsis entitled Chemical Treatment Program Monitoring which was posted on Feb 24, 2014 and modified on March 12, 2014. You are notified of the following: This notice is a combined synopsis/solicitation for Placement of a Blanket Purchase Agreement (BPA) to provide for the Chemical Treatment Program Monitoring for NASA/Goddard Space Flight Center (NASA/GSFC). NASA/GSFC intends to award a one year base period with four, 1-year option for firm fixed priced calls. This BPA will expire either upon reaching the estimated value of the agreements, or five years from the date of the agreements, whichever occurs first. The total value of this BPA is estimated at $500,000 over the one-year base period with four, 1-year options for firm fixed priced calls. The Contractor shall periodically conduct water sampling and analysis, inspect chemical treatment equipment, review logs and service reports, synthesize findings into a report, evaluate problem areas, and recommend specific corrective action and meet with all involved parties (the government and the chemical treatment contractors) to discuss the state of the systems. The Contractor shall also carry out inspections of opened equipment, and provide expertise for rectifying deficiencies or improving the quality of the chemical treatment program. The water treatment program at GSFC, which the Contractor shall monitor, includes treatment of chillers, cooling towers, boilers, distribution systems, local closed heating/cooling loops, and auxiliary equipment. The monitoring contract is distinct from usual environmental monitoring, which addresses process impact on the environment; this monitoring mainly concerns the effect of applied chemistry on industrial processes as specified in the Statement of Work (SOW) (Attachment 1). The Contractor shall be fully independent of chemical manufacturers and chemical treatment service providers. The Contractor shall submit rates for the work specified in the SOW on the attached Proposed Costs spread sheet (Reference Attachment 2). Selection and award will be made to the quoter whose offer provides the best value to the Government, (See FAR 2.101, Best Value), with consideration given to the factors of technical merit, price, and past performance. Technical acceptability will be determined from information submitted by the bidder which must provide sufficient details to show that the quoted services meet the Governments requirements. Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via email to ngross@nasa.gov not later than 4:30 p.m. local time on 06/25/14. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments. ***PLEASE NOTE ADDTIONAL INFORMATION HAS BEEN ADDED AS FOLLOWS: The contract shall be for a base year and four 1-year option periods.***
