CST, 30 June 2014 Purchasing Agency:22d Contracting Squadron - 22 CONS/LGCA McConnell Air Force Base, Kansas 67221 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.601(b), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) solicitation number FA4621-14-T-0012. This requirement is a 100% total small business set-aside IAW FAR 19.502-2. The NAICS code for this requirement is 811213, with a small business size standard of $10 Million. McConnell AFB, KS plans to acquire the following services: Land Mobile Radio Maintenance (base year plus 3 option years). The contractor shall provide all management, materials, labor, tools, parts, transportation, and equipment necessary to perform recurring maintenance and repair services for Land Mobile Radio equipment in accordance with the Performance Work Statement, dated 16 June 2014. The following is a description of the proposed contract line items (CLINs) as dictated in the attached request for quote: Line Item 0001: Monthly recurring maintenance (12 Months) The contractor shall provide all management, materials, labor, tools, parts, transportation, and equipment necessary to perform recurring maintenance and repair services for Land Mobile Radio equipment in accordance with attached Performance Work Statement, dated 16 June 2014. Line Item 0002: Non-recurring maintenance The contractor shall provide all management, materials, labor, tools, parts, transportation, and equipment necessary to perform non-recurring maintenance and repair services for Land Mobile Radio equipment on an as needed basis in accordance with attached Performance Work Statement dated, 16 June 2014 and contractor furnished price list (Appendix 3 of the Performance Work Statement). This is a not to exceed line item, unless otherwise modified. The contractor shall not exceed the allotted dollar amount on this line item. If required, the contractor must notify the contract administrator if exceeding the dollar value is likely. The government will add funding to this line item at contract award. Line Item 0003: Parts draw. The contractor shall be reimbursed, at the manufacturer's service price, for contractor-furnished parts used for recurring and non-recurring maintenance repairs excluding screws, retainers, or incidentals normally furnished in according with industry standards in accordance with attached Performance Work Statement, dated 16 June 2014. This is a not to exceed line item, unless otherwise modified. The contractor shall not exceed the allotted dollar amount on this line item. If required, the contractor must notify the contract administrator if exceeding the dollar value is likely. The government will add funding to this line item at contract award. Line Item 0004: Funding for backlog maintenance/repair Appendix 6 of the Performance Work Statement lists the radios and assets currently in need of repair. The contractor shall provide all management, materials, labor, tools, parts, transportation, and equipment necessary to perform maintenance and repair services for Land Mobile Radio equipment as needed in accordance with attached Performance Work Statement, dated 16 June 2014 and contractor furnished price list. This is a not to exceed line item, unless otherwise modified. The contractor shall not exceed the allotted dollar amount on this line item. If required, the contractor must notify the contract administrator if exceeding the dollar value is likely. The government will add funding to this line item at contract award. In accordance with FAR 52.232-18 Availability of Funds (Apr 1984), funds are not presently available for this line item. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Line items for subsequent 3 option years mirror those above and are included in the attached Request for Quote, Solicitation #FA4621-14-T-0012. * Line item 0004 will apply to the base year only and will not be needed for the option years. * Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander. In accordance with DFARS 237.76, Continuation of Essential Contractor Services, the Government has determined that services performed under this contract are essential contractor services in support of a mission-essential function that must continue during crisis situations. Accordingly, the contractor shall perform these essential services during crisis situations (i.e.; crises declared by the President or Secretary of Defense, contingencies, emergencies, and/or periods of increased force protection) in accordance with DFARS Clause 252.237-7023, Continuation of Essential Contractor Services and DFARS Clause 252.237-7024, Notice of Continuation of Essential Contractor Services. Quote Specifics: DUE DATE: Quotes are due to this office NLT 1 P.M. Evaluation of Quotes: Award will be made to the responsive offeror determined to be the most advantageous to the government in accordance with the criteria listed in the attached solicitation.
