- SOURCES SOUGHT NOTICE: THIS IS NOT A SOLICITATION; no award will be made as a result of this request. This request for information is for information purposed only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this Sources Sought Notice. The Government will not pay for information and materials received in response to this posting and is in no way obligated by the information received. This is NOT A REQUEST FOR PROPOSAL. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the technology, qualification, and capabilities to satisfy one or more of the performance and technical objectives described in the attached draft PWS (located under additional information, additional documentation). The following questions should be answered within the white paper response: 1. In regard to Maintaining the Existing System a. What type of team and level of effort do you anticipate is needed to maintain AE2S? b. Do you think 60 days of transition is sufficient to take over maintaining the AE2S system and processes? c. What are your concerns with taking over a system as complex as AE2S? 2. In regard to the Next Generation AE2S System Design a. Based on the requirements in the PWS how long do you anticipate it will take to present the Government with design options? b. What is your plan to involve users during the design phase, for look and feel of the system? c. How many different design options do you plan on providing the Government for consideration? d. The Government has had success with spiral development in the past. Do you plan on using spiral development? If not, what type of development do you propose and do you have demonstrated success with it? 3. In regard to new system implementation and legacy system drawdown a. What demonstrated experience do you have with new system implementation? b. Do you anticipate a manpower reduction once the new system is implemented? If not, why not? c. Do you anticipate any issue with discontinuing the legacy system? d. Based on the requirements in the PWS and your experience with designing and implementing systems how long do you anticipate implementing your Government approve design would take, in months? 4. What if anything would you recommend the Government modify regarding the PWS in order to clarify requirements? 5. In your review does the draft PWS include adequate information for your company to propose cost?
