Description
INTERESTED PARTIES SHALL RESPOND WITH CAPABILITY STATEMENT AND PAST PERFORMANCE INFORMATION NOT LATER THAN JUNE 20, 2014. This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in FAR Part 13.3 Blanket Purchase Agreements (BPAs) and additional information herein. The Bureau of Engraving and Printing intends to award multiple Blanket Purchase Agreements (BPA's) for rotary print services. BPA Calls will not exceed the Simplified Acquisition Threshold. Capability statements are requested, and a written solicitation will not be issued. This synopsis/solicitation reference number is BEP-RFQ-14-0471. It is anticipated that multiple BPA awards will be the result of this announcement. The associated North American Industry Classification Systems (NAICS) Code proposed for the requirement is 323113, Commercial Screen Printing with a size standard of 500 employees and is not a Small Business Set-Aside. If sufficient small business BPAs are awarded, at the discretion of the Government, small business set asides may be used for competition of the Calls. BPA vendors should be able to accept credit cards up to $2,500.00 as a method of payment and/or invoice in accordance with Call instructions. Blanket Purchase Agreement (BPA) Terms and Conditions. The vendor shall be subject to the terms of this agreement and any attachments, promptly furnish services ordered under the agreement and Calls placed. Master BPAs do not require pricing for supplies and services. Upon placement of a BPA call, the Agreement holder will be asked to supply pricing for the specific needs of the Government. BPA calls will be competed among the active BPA holders to obtain the best price for the Government. Prices shall be no more than current prices that are provided to their most valued customers, but may be discounted further in the pricing quote for Calls. SUBMITTALS: Submission Requirement: Technical: At a minimum, Offerors shall submit a capability statement that addresses the Government's requirements for the printing services utilizing a rotary screen press. The capability statement shall specifically address General Requirements, Contractor Responsibility, Personnel Qualifications, and Project Manager. Past Performance: Offerors shall provide up to three (3) past performance references for the same or similar product. References can be for either government or non-government contracts. Offerors shall include the contract numbers, a short description of each contract requirement, and the names, phone numbers, and email address of the persons knowledgeable of past performance. Additional Information to Include: a) Company name, mailing address, e-mail address, telephone numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. b) Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. c) DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). d) Companies also must be registered in the System for Award Management (SAM) (www.sam.gov) to be considered as potential sources. Clause FAR 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this requirement. Vendors shall include a completed copy of this provision with their capability statement or a statement stating that it is available via the SAM website. Evaluation of Offers: The Government will evaluate Offeror's technical and past performance. Technical: The Government will evaluate Offeror's technical response for acceptability. Past Performance: The Government will assess the Offeror's past performance on previous same or similar contracts. The Government will contact those references to evaluate Offeror's Schedule, Management of Key Personnel, Quality, and Business Relations. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the Offeror. Any vendor lacking relevant past performance history will receive an "Unacceptable" for past performance and will have the opportunity to reapply for a BPA once adequate performance history is obtained. The lack of recent and relevant past performance information will result in the assignment of a neutral rating (i.e., neither favorable nor unfavorable). Basis of Award: Offerors who receive a rating of "Acceptable" for Technical and Past Performance will receive a BPA award and be able to compete for requirements at the Call Level. Attachments: 1) Terms and Conditions 2) Statement of Work 3) FAR 52.213-3, Full Text Submittals shall be sent electronically to Cynthia.Spruill@bep.gov and shall reference solicitation number BEP-RFQ-14-0471. Submittals shall be sent in no later than 4:00 pm EST on June 20, 2014. The Government may begin evaluations earlier than June 20, 2014 and make award if submittals are complete and are rated acceptable. Upon award of a BPA, the contractor is able to compete for Calls. The Government reserves the right to make multiple awards of Master BPA(s) to the best qualified vendors based upon the firm's acceptable past performance in providing rotary print services.
