PRE-SOLICITATION NOTICE Subject: Design-Build MMRP Replace Exterior Water Lines, WB1200 at White Beach, Okinawa, Japan NAICS Code: 237110 Water and Sewer Line and Related Structures Construction Classification Code: Z - Maintenance, Repair or Alteration of Real Property Solicitation Number: N40084-14-R-0005 Contact Points: Tomoko Kanzaki, 046-816-4095 THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO STATEMENT OF A-E SERVICES IS AVAILABLE AT THIS TIME. Description: This Design-Build construction project is for MMRP Replace Exterior Water Lines, WB1200 at White Beach, Okinawa, Japan (eProject No. 1297738). This project is to remove and replace existing deteriorated and corroded 6 inch (150mm) DIP water main lines with new 10 inch (250mm) DIP water line along bldg. 1200 including gate valve and wet-type fire hydrant and provide 6 inch (150mm) PVC water line with gate valve to bldg. 1200. The performance period is estimated at 265 calendar days after award. The project objectives are follows: Remove existing AC pavement and provide AC pavement w/ base and sub-base courses as match existing one. Remove and replace existing concrete sidewalks and curbs with new. Replace and replace existing concrete open ditch with new. Remove and replace existing turf w/ topsoil. Remove and dispose existing 150mm DIP water main lines w/ gate valves. Provide 250mm epoxy powder coated DIP water main lines (approx. 210m) w/ gate valves (2ea). Provide 150mm PVC water lines (approx. 65m) w/ gate valves (3ea) and a fire hydrant. 1. CONTRACTOR LICENSING REQUIREMENTS: This acquisition will be solicited on an unrestricted basis with full and open competition. Any contract resulting from this solicitation will be awarded and performed in its entirely in the country of Japan. Contractors must be only authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. 2. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I (b) of the SOFA. 3. NAVFAC Facilities Engineering Command Far East (NAVFAC FE) intents to solicit Firm Fixed Price Design-Build contract. Funding is anticipated for base item, award of option items is dependent upon funding. Site visit conference will be conducting at site. 4. Per FAR 36.204, the magnitude of this project is between $250,000 and $500,000 5. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at https://asia.neco.navy.mil when it becomes available on or about 7 July 2014. Hard copies will not be provided. It is the contractor s responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible. 6. The information being requested does not constitute a Request for Proposal or a commitment on the part of the government to award a contract, nor to pay for any costs incurred as a result in replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose.
