- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Bell Boeing Joint Project Office (BBJPO), Amarillo, TX for non-recurring engineering (NRE), fabrication, testing, and delivery of six (6) Wing Lift Systems, P/N 901-232-881-101, with an option for (2) Wing Lift Systems in support of the V-22 Aircraft. The Wing Lift System will allow the Depot to raise the Flex Ring, with the wing still attached, off of the fuselage by approximately one inch. This will provide sufficient access between the Flex Ring and the Canted Deck to facilitate removal and replacement of the (12) Lower Wingstow Slider Pads. Also included in this acquisition are drawings, a technical data package, manuals, and training. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. BBJPO is the Original Equipment Manufacturer (OEM) of the V-22 aircraft wing system; and as such they are the only vendor with the technical knowledge and proprietary data to develop and manufacture these items. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
