- RFP SF1449 Contracting Office Address Department of Health and Human Services, Office of Acquisition Grants Services, 5630 Fishers Lane, Rockville MD, 20877 Description: FDA Law Courses The Food and Drug Administration intends to award a contract for the services/supplies listed below. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12 in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in Far Part 15- Contracting by Negotiation. The Food and Drug Administration has a commercial item requirement to train its field and headquarters operational personnel in the basic legal aspects of the Food, Drug & Cosmetic Act and related regulations. (ii) The solicitation number is, FDA 14-223-SOL-00054 (A). This solicitation is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, May 30, 2014. (iv) This procurement is full and open competition to any vendor that has the ability to provide the training listed below. A firm fixed price Indefinite Quantity contract with Cost Reimbursement travel is planned. It is anticipated that an award will be made for 12 month base contract period with the possibility of up to four 12 months options. All responsible sources may submit a quote which shall be considered. The associated North American Industry Classification System (NAICS) Code is 611710. (v) FDA Law Courses (vi) Deliverables: The contractor shall supply necessary qualified personnel to provide instructional services at a minimum of eight (8) or an estimated maximum of one hundred forty five (145) courses over a period of five (5) years. The course titles are as follows: 1. The Basic Food and Drug Law Course 2. Compliance Law Course 3. Practical Compliance Applications Course 4. Advanced Import Investigations Course 5. Regulatory Science Course Delivery Address US Food & Drug Administration 11919 Rockville Pike Rockville, MD 20852 An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to finish required representations, or reject the terms and conditions of the solicitation, may be excluded from consideration. (vi) The period of performance: A 12 month base period and the possibility of up to four 12 month option periods. (vii) The provision at FAR 52.212-1 Instructions to Offerors- Commercial Items applies to this solicitation. (viii) The government is not responsible for locating or securing any information, which is not identified in the submission. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustration, drawings, or other information) necessary for the government to determine whether the product meets their requirements. (ix) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions- Commercial Items,(MAY 2014) applies to this acquisition. The following addenda have been attached to the clause: None. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: Clauses and provisions are incorporated by reference and apply to this acquisition are in Section I of the RFP. Clauses and provisions can be obtained at http://www.acquisition.gov. SAM Requirement-Company must be registered on System for Award Management (SAM) before an award could be made to them. If company is not registered in SAM, they may do so by going to SAM web site at http://www.sam.gov. (xii) A standard commercial warranty on parts and workmanship is required. (xiii) The Defense Priorities and Allocations System and assigned rating are not applicable to this solicitation notice. (xiv) Applicable Numbered Note(s) None.
