- Draft RFI The Library of Congress is the nation's oldest federal cultural institution and serves as the research arm of Congress. It is also the largest library in the world, with millions of books, recordings, photographs, maps and manuscripts in its collections. The Space Utilization Planning and Design Division (SUPD) is responsible for developing and implementing Library policy and practices governing the use of space, collections storage solutions, furniture and furnishings procurement and facility project management. In this capacity, SUPD is developing a program to replace obsolete and inefficient collection storage systems within all Library of Congress Buildings. The result of this effort will update and modernize collections storage systems and add collections storage capacity within the existing facilities to coincide with a multi-year Facility Plan. This plan advocates expanded use of high-density shelving and varied types of modern storage systems to improve preservation, storage capacity, efficiency, and display storage opportunities. Storage units for different types of collections, such as prints and photographs, maps, special format collections, manuscripts and books are included in this RFI. This Sources Sought Notice is for procurement planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. Interested parties should submit capability statements via email to Nam Nguyen, Contract Specialist, at nang@loc.gov. The LOC requests that potential offerors thoroughly read the attached draft SOW and address the following questions contained in it as part of their capability statement. 1) Have you provided various types of shelving or storage solutions for a cultural institution? If so, please describe. 2) What is your strategy in collecting data that will facilitate an assessment of current collection storage areas? 3) Describe your experience in providing proposed storage systems layout designs, product services and installation activities for a full service collection storage program or environment. 4) Have you worked with preservation groups for different types of products including low VOC flooring, plywood, vinyl tile and electrostatic powder coating? Please describe. 5) What are your storage product options that will support a complete collection storage program Capability statements should be limited to no longer than 5 pages and also include the following information: 1) Company Name, DUNS Number, Address, Point of Contact, phone number and email address; 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.); 3) References, including name, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses; 4) Socioeconomic status, including whether the vendor is a woman owned, minority owned, blind or service disabled veteran owned; and 5) Resumes for key personnel that would work on the contract for individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work (Resumes are not counted as part of the 5 page limit for capabilities statements).
