- Attachment 2-Site Visit Registration Form Attachment 1-Question Submission Form Solicitation FA4661-14-R-0009, Contractor Operated Civil Engineer Supply Store (COCESS) 1. This acquisition is a full and open competition for the Contractor Operated Civil Engineer Supply Store Contract. It will be a indefinite delivery/indefinite quantity (IDIQ) type contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 332510. All other firms are deemed ineligible to submit offers. Small business size standard is $14,000,000.00. 2.The acquisition for "Contractor Operated Civil Engineer Supply Store" is designed to have a contractor provide a simplified method for authorized personnel to purchase quality material, tools, and equipment used for work orders, construction, recurring maintenance, and repair, and self-help type work. The store shall be located on Dyess AFB and provide easy access for authorized individuals and contain a wide variety of commercial and industrial products (i.e., items found in commercial stores like Lowes, Home Depot, or other local lumber and hardware stores). The store shall provide a customer service center with access to a user friendly, state-of-the-art ordering and purchasing system for non-stocked items. The store shall stock high use/consumable items for immediate purchase. Store management and personnel shall provide quality customer service. 3. Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 4. Place of Performance: Dyess Air Force Base, Texas. 5. Period of Performance: The period of performance for this contract will be a base year and one (1) option year the dates will be 1 October 2014 - 30 September 2016. 6. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the FBO site in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is http://www.sam.gov. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for the proposal to be considered responsive. The proposals will be due no later than 16 July 2014 at 1400 CST. Proposals will NOT be accepted via email or facsimile.
