Description
Statement of Work for current IDIQ SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8217-14-R-SRTex Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details The U.S Air Force (USAF) Tactical Shelters, Radomes and Towers (TSRT) program at Hill AFB is in the process of defining requirements for a follow-on competitive buy, set-aside for small business participation, with award after evaluation of offers and Source Selection anticipated in the March 2015 timeframe. Draft documentation for this long-term (5 years of support) requirement will be posted in a separate notice on this site for comment within the next few weeks. The current contract supporting this requirement expires 21 Sep 2014, leaving us without opportunity to place orders and without support from that date until award of the new competitive follow-on. We find that we must alleviate the unacceptable gap in support. The U.S Air Force (USAF), therefore, intends to use other than full and open competition procedures, by means of a Sole Source Justification, to negotiate an extension to existing contract FA8210-11-D-0004. Under the period of the extension, USAF will issue orders during a 6-month period after the current ordering period expires on 21 Sep 2014. Orders placed during the period of the extension are necessary to support Shelter, Radome and Tower systems. Performance on each of two (2) anticipated orders would extend 12 months past the effective date of each order. Negotiating terms and pricing will result in modification to contract FA8217-11-D-0004 with Select Engineering Services (SES), 1544 Woodland Park Drive, Ste 310, Layton, UT 84041-5698 (Cage Code: 1R8H0). The Air Force intends to negotiate for this period of ordering and performance utilizing the same Fixed Rate agreement and Firm Fixed Pricing (FFP) arrangement that was utilized in the basic contract. The estimated value of these orders is $550,000. The TSRT program office (AFLCMC/HBZIAC) provides worldwide mobile depot maintenance support to numerous weapon systems that are owned by all USAF Major Commands, all DoD agencies and non DoD agencies such as FAA, NASA and NOAA. This requirement is for engineering services for support of TSRT programs. Individual tasks to be placed on this contract will include sustaining engineering tasks, development engineering tasks and maintenance engineering tasks. The TSRT program is currently developing advanced composites to replace existing shelters, radomes and towers. We are currently implementing this new technology in our products which requires new technical data creation and analysis. Because our office tracks and performs depot maintenance for shelters, radomes and towers worldwide, baseline configuration and operational support is required for these efforts on a continuing basis. This effort will not include field repair and maintenance. Based on the above circumstances, a contractor which is to support this requirement must have the demonstrated ability and resources to respond to immediate requirements as they generate. The Air Force believes that Select Engineering Services, of Layton, Utah, is the only available source that can meet these short term immediate requirements. The requirements are essentially the same as were described in a previous sources sought synopsis under FBO notice FA8217-13-R-SRTS, though they are for a short term, and are attached. The North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size Standard of $27 M. There is no need to duplicate a response already submitted under the previous notice. This notice is for informational purposes, but comment on this Sole Source Extension is invited. Responses must be received in this office no later than Monday, July 7, 2014. See performance work statement attached. Responses which imply capability to perform this specific limited requirement will receive a response with the Air Force teams' evaluation of these assertions.
