- PRE-SOLICITATION NOTICE Solicitation No.: SGE500-14-R-0060 The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Replacement of Water Cooled Chillers and Cooling Towers Harris Tower and Temple Townhouses, Tokyo, Japan The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract during the fourth quarter of calendar year 2014. The successful contractor shall furnish all labor, materials, supervision, tools, equipment, transportation services and incidental materials required to replace four (4) water-cooled chillers and two (2) cooling towers at the Harris Tower and Temple Townhouses located in the Mitsui Housing Compound, 1-1, Roppongi 2-chome, Minato-ku, Tokyo, Japan. It is anticipated that the magnitude of this project is between $500,000.00 and $1,000,000.00 U.S. Dollars for the entire project. Proposals will be due in August 2014, and it is intended to award the contract shortly thereafter. Companies interested in the solicitation should express their interest by written correspondence, no later than Monday, June 30, 2014, at the above email address and MUST include the following information: Name of Firm, Name, Telephone, Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. DO NOT TELEPHONE. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Japan. A pre-proposal conference and site visit shall be tentatively scheduled for mid of July 2014, details of which will be provided to interested offerors. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In checking the boxes of this check listing, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. Business Licenses to Work in Thailand: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) you will be required to provide written certification of authorization to operate and do business in Japan. You will be required to provide information that clearly shows you are able to work in the country of Japan. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified. Irrevocable Letters of Credit (ILOC): You shall show by way of a letter from a financial institution that your company will be provided with ILOCs totaling 40% of the value of the contract. The amounts being approved by your bank will need to be written into the documentary proof. If you have a Duns number* and have been SAM** registered, please include below. Please note that the requirement to obtain a Duns number and for your company to be SAM registered, will be a mandatory requirement upon contract award.
