Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely a notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price purchase order to SkillTRAN, LLC for access to their online subscription entitled the JOB Browser Pro. This subscription includes a 100-concurrent user license for access to the JOB Browser Pro version 1.6 database and operating software. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. The JOB Browser Pro is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning September 15, 2014 through September 14, 2015, with an additional two options years, if exercised. The subscription is a CD-ROM-based system that will be accessed through the Digital Library's Citrix client/server system, which is located on the agency's intranet and is password protected. SSA staff will use JOB Browser Pro to verify vocational data and to process and adjudicate disability claims more efficiently. JOB Browser Pro interweaves the complete occupational text and images from the Occupational Outlook Handbook (OOH) with the Dictionary of Occupational Titles, all its associated worker characteristics, and cross references to all other major coding systems, including O*NET codes. Developed for disability management and career transition professionals and their clients, JOB Browser Pro enables quick access to an enormous amount of occupational and labor market information. JOB Browser Pro provides comprehensive data for more than 12,700 unique occupations, plus new and emerging occupations. Specific information is retrieved by job title or partial title. Any list of matching titles may be narrowed to light and sedentary strength only. This feature helps identify alternate, light duty jobs for corporate disability management (early return to work) and rehabilitation or transitional career planning. This requirement is utilizing procedures in FAR Part 12 in conjunction with procedures in FAR Part 13. A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses shall be submitted by 12:00PM EST on Friday, June 20, 2014. If SSA does not receive an acceptable response to this announcement by June 20, 2014, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with SkillTRAN, LLC as the only source and a purchase order will be issued without any additional notices being posted.
