Description
This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT5714Q80059 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-74, effective May 30, 2014. The NAICS Code is 541519; the Small Business size standard is $25.5 million. The U.S. Department of Transportation (US DOT), Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to award a Firm Fixed-Price Purchase Order on a sole source basis to Metron Aviation Inc., Dulles, VA, for the purchase of the Airport Surface Traffic Management Prototype, in accordance with the Statement of Work below. Statement of Work (SOW) - Begin BACKGROUND The Volpe Center provides support to the Federal Aviation Administration (FAA) Surface Operations Office by conducting proof of concept evaluations and demonstrations on various tools that facilitate information sharing and common Traffic Flow Management (TFM) situational awareness among local airport and National Airspace System (NAS)-wide Stakeholders. OBJECTIVE The objective of this project is to validate an Airport Surface Traffic Management prototype at LaGuardia Airport (LGA) in New York City (NYC). This prototype enhances information sharing and TFM during Severe Weather Avoidance Procedures (SWAP), and the Volpe Center seeks to demonstrate the potential benefits of the prototype. Potential benefits include improved decision-making, increased throughput, and improved management of available NAS resources during SWAP events. REQUIREMENTS To conduct these trials, the Volpe Center wishes to purchase a three-month license for the Airport Surface Traffic Management prototype that enables the following enhanced functionality: 1. A real-time graphical depiction of aircraft movement on the airport, providing a common view across multiple facilities; 2. Taxi model predictions that measure all departures in the shared airspace around NYC and automatically adjust the model based on TFM initiatives and airport configurations in the National Traffic Management Log (NTML) log; 3. An existing capability for data interface with the largest LGA air carrier, Delta Airlines; 4. Integration of real-time NAS constraint and other operational information to improve airport arrival and departure throughput; and 5. A capability to predict demand/capacity imbalances of NAS resources. TASKING TASK 1: Provide Airport Surface Traffic Management Prototype The Contractor shall provide the Airport Surface Traffic Management prototype to the Volpe Center in its specific support to LGA Tower, New York TRACON (N90), New York ARTCC (ZNY) and Air Traffic Control System Command Center (ATCSCC) for the purpose of this proof of concept demonstration. The support provided by the Contractor shall include prototype installation, training, technical documentation and technical support for the installed capabilities. The Airport Surface Traffic Management prototype shall be installed for a limited term (3 months) proof of concept for a maximum of 10 seats at a maximum of 5 sites. The prototype must be provided during the remainder of the 2014 convective weather season, July 1, 2014 - September 30, 2014. DELIVERABLES AND PERIOD OF PERFORMANCE Volpe Center use of the Airport Surface Traffic Management prototype and support described above will begin on the date of award and continue through September 30, 2014. TASK 1: -DELIVERABLE: Airport Surface Traffic Management Prototype -FORMAT: System installation, training, technical documentation and technical support -DUE DATE: From date of award through September 30, 2014 Statement of Work (SOW) - End The Government intends to award a purchase order on a Firm Fixed Price basis as a result of this solicitation. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quotation. The Offeror shall provide a firm fixed price quotation for the following CLIN: CLIN 0001 - Airport Surface Traffic Management Prototype, QTY: 3 Months Unit Price: $________________ Total Amount: $_____________________ INSTRUCTIONS TO OFFERORS: The offer should be addressed to the following: U.S. Department of Transportation (US DOT), Volpe National Transportation Systems Center (Volpe Center), Attn: Karen Marino, RVP-32, 55 Broadway, Cambridge, MA 02142. The signed offer must be submitted via e-mail to Karen.Marino@dot.gov. The time for receipt of offers is 2:00 PM Eastern Standard Time on 6/27/2014. FAR 52.212-1, Instruction of Offerors-Commercial Items is hereby incorporated by reference. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Contractors may access the Central Contractor Registration (CCR) via the System for Award Management (SAM.Gov) to register and/or obtain information about the registration. Additionally, solicitation Representations and Certifications are no longer provided within the solicitation and must be submitted on-line through SAM.gov. The Offeror is reminded that it must provide Certifications and Representations online at least annually via the Online Representations and Certification Application (ORCA) at SAM.gov. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, (MAY 2014) is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is hereby incorporated by reference. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted. The Government will not pay for any information received. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
