Questions and Answers have been posted as an attachment to this solicitation. ****13 June 2014 - Questions and Answers have been posted as an attachment to this solicitation. ****06 June 2014 - Questions and requests for clarifications regarding this solicitation are due no later than 3:00 pm CST on 11 June 2014. Questions/requests for clarification shall be submitted in writing via email to Jonathan Post at jonathan.post.1@us.af.mil. Anticipate responses to questions and requests for clarifications will be posted as an amendment to this solicitation no later than 4:00 CST on 13 June 2014. ****09 June 2014 - Volume III (Past Performance Proposal) of the Addendum to FAR 52.212-1 is amended from a 5 page limit to a 10 page limit. Please see document titled Addendum to FAR 52.212-1 (Revised 09 June 14) for more information. Also, please see the Amended PWS dated 06 June 14 for a change under Section A1, Minimum Helicopter Requirements. The new verbiage is as follows: "The total of 900 pounds for non-jettisonable internal HOGE payload includes the 140 pounds safety factor for load calculations." Eglin Air Force Base (AFB), FL, intends to solicit and award a requirement for a fully Contractor-operated and maintained exclusive use helicopter flight service to transport personnel and/or cargo in support of Government natural resource missions, as defined in the Performance Work Statement (PWS). Contractor services will include the following: a helicopter that has been inspected and approved for the mission(s) to be performed and has a current Inter-agency Helicopter Data Card. Mission(s) to be performed include passenger and cargo transport, low level recon, external load, aerial ignition, fire suppression, water bucket use, and longline/remote hook. All Contractor furnished pilots must have a current Interagency Helicopter Pilot Card showing qualification for the mission(s) to be performed. Missions to be performed include low level recon, helitack/passenger transport, external load (belly hook), water delivery, longline/remote hook VTR (150 ft.), and aerial ignition using a PSD machine. The Government will direct aircraft to support its missions and objectives. All Services shall be performed in accordance with Federal, State, and Local government laws, regulations, policies and procedures. This acquisition will be a 100% small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 481212 with a small business standard size of 1,500 employees. This acquisition will utilize the Trade-Off Source Selection Process in accordance with FAR part 15, Contracting by Negotiation and DoD Source Selection Procedures. Additionally, commercial practices will be utilized in this procurement. Period of performance is expected to be 1 July 2014 through 30 June 2015, with four additional one year options. During each period of performance there shall be an exclusive use period of the helicopter services. The exclusive use period for the base year will be the date of contract award + 6 months. During the option years the exclusive use period is anticipated to be December through June. The Government reserves the right not to exercise the Option periods. Any resulting contract shall be firm-fixed-price. The following is the anticipated CLIN structure for the basic requirement, without subsequent Option Year CLIN's. CLIN 0001: 125 Hours -Description: Type III Helicopter support for prescribed burning at Eglin AFB, FL. The contractor shall provide all tools, materials, labor, equipment, transportation and personnel to perform helicopter support functions as outlined in the Performance Work Statement (PWS). Potential offerors should note that a site visit will not be held for this requirement. Prospective offerors must be registered in the System for Award Management (SAM). Registration can be completed by going to https://www.sam.gov/portal/public/SAM/#1 and completing the registration process. The solicitation package will be posted on the Federal Business Opportunities (FBO) website on or about 21 April 2014, which can be accessed at http://www.fbo.gov/.
