- Notice of Intent to Sole Source The United States Environmental Protection Agency (EPA), Cincinnati Procurement Operations Division (CPOD) intends to negotiate on a sole source basis with Milton Roy, LLC, under the authority of 41 U.S.C. 253(c)(1)-FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Milton Roy, LLC is the only known source able to provide a gas compressor that will be major component of a compression purification unit (CPU) being designed, built, and operated as part of a research project at EPA's NRMRL laboratories in RTP, NC. The CPU will be used to compress flue gas and separate carbon dioxide (CO2) from other flue gas components of a laboratory oxy-fuel combustion facility. The CPU will be used to study pollutant behavior and partitioning into various process effluents. The results of this research are intended to assist EPA Office of Air and Radiation and Office of Water with regulatory decisions regarding future technol ogies being developed to capture and sequester CO2 from utility boilers. The CPU consists of processes that condition (filter and dry) the combustion flue gas from the Innovative Furnace Rector (IFR), compress the gas, perform further drying, chill the compressed gas, and liquefy and separate condensed CO2 from other components. The EPA has identified Milton Roy, LLC as the only contractor able to meet the requirements of this procurement. This acquisition requires a contractor that can provide a compressor that can be integrated with the effluent flue gases from EPA's 50 kW Innovative Furnace Reactor (IFR) oxy-fuel combustor. Operating on coal or natural gas, the compressor will process 2 to 6 scfm of inlet flow. This is an extremely low flow rate, and this represents a challenge to the compressor which must also deliver a very high outlet pressure (>400 psig). Achieving such high pressures is crucial to demonstrate the level of CO2 capture desired. The ability to perform this combination of requirements is a unique capability of the Milton Roy compressor. Most compressors are designed for clean dry gases and are incompatible with the wet corrosive, particle laden nature of oxy-coal combustion flue gases. A major objective of the research will be examining techniques to condition the flue gases t o minimize moisture, acids, and ash particles. The CPU compressor used in this research will need to tolerate some amounts of these contaminants in addition to the ability to handle low flow rates and deliver high pressures. The Milton Roy compressor has unique technical capabilities such as its construction with metal diaphragms that prevent mixing of compression liquids with flue gases, its resistance to SO3 and H2SO4 corrosion, and its ability to tolerate some moisture in the flue gas. This procurement will be accomplished using FAR Part 12 and 13 Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Government. Any firm that is capable of meeting EPA's requirement as set forth above may submit a response; which, if received within fifteen (15) calendar days of the date of this announcement, will reviewed for consideration.
