- Description
- The United States Air Force intends to issue solicitation FA5575-14-R-0012 to solicit proposals for a Firm-Fixed Price contract to renovate the Medical Aid Station at Morón AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 30 June 2014. Contract magnitude is between $500,000 and $1,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." 1. SCOPE OF WORK: The work includes, without being limited to, the following items: This project consists on a Base Bid and three options or additive items. - Base Bid consists in renovation works to the building according to corresponding drawing. In this renovation, the roof stays flat as it is today. - Option 1 consists in the construction of a sloped roof above the building roof of base option. - Option 2 consists of the complete abatement and removal of asbestos from pipe lagging located at the crawl space under the ground floor. This option will only be executed if the results from analysis of pipe lagging insulation materials, carried out by the Contractor under the scope of work from the Base Bid, are positive. - Option 3 is the same as option 2, but applied to sheet metal a/c ductwork insulation. Base Bid includes analysis of insulation materials and adhesives (cork and tar). This option will be executed depending on the positive certified results from sample analysis, which will be provided by the Contractor under the Base Bid. Electrical conduits, a/c ductwork, communications trays, water piping in general and sprinkler system piping shall be installed between the building true ceiling (roof slab) and the false ceiling. All installations shall be supported from a steel tramex system where all hanging will be hooked-up. This hanging system will have to be fastened to the upper part of the columns of the building. The market offers standard products designed to provide this hanging: it will have to be submitted for approval by the Contractor:in all cases it shall be standard products from the manufacture and will be zinc coated or galvanized. Under no circumstance the Contractor will drill, perforate with anchor shooting, or damage in any way distribution beams, main beams or any part of the building concrete structure unless otherwise indicated in drawings. The Base Bid shall include complete demolition indicated in different locations and installations. As an integral part of this Base Bid, it includes the removal of identified asbestos containing materials where indicated and clearly shown in drawings (floor tiles, some pipe lagging insulation, false ceiling, etc). Equally, the Base Bid shall also include the removal of all pipes indicated as to be demolished at the crawl space, as if they were asbestos free. The Base Bid shall also include cost of analysis of two sets of samples, one for HVAC duct insulation materials and another for pipe lagging insulation located under the crawl space. The cost evaluation requested from the Contractor as options 2 and 3, shall include only the excess cost related to the removal of insulated pipe lagging (option 2) or insulated a/c ducts (option 3) in case the sample analysis results show asbestos containing material. Shall asbestos not be found in the insulation, removal costs shall already be included in the Base Bid. 2. PERFORMANCE PERIOD: The performance period proposed for this project, 365 calendar days, is for information purposes only. The Contractor shall provide the performance period with the proposal. The Contractor's performance period will be considered in the evaluation of acceptable proposals. 3. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories. Group Subgroup Category C 1,4,6,8 y 9 b E 1 b I 1, 7 b J 2, 4 b K 9 b An updated Certificate of Quality ISO 9001 issued by an official certification body for maintenance and construction works related to this project must be held by the main Contractor. Bidders and/or their subcontractors must be registered at "Registro de Empresas con Riesgo por Amianto". The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility. It is highly recommended that you register to be notified of any new postings for this solicitation and/or any other postings published by our office. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
