- SOLE SOURCE JUSTIFICATION The U.S. Department of Agriculture, ARS, WBSC, Stoneville, Mississippi, intends to award a sole source procurement to Illumina, Inc., LLC, 5200 Illumina Way, San Diego, CA 92122, for a NextSeq 500 Sequencing System. The Illumina NextSeq 500 Sequencing System is an integrated system for automated generation of DNA clonal clusters by bridge amplification, sequencing, and primary analysis. The system includes embedded touchscreen monitor and on-instrument computer, NextSeq Control Software, installation and training, and 12 months warranty (including parts and labor). The procurement will also include the NextSeq 500 High Output Kit (300 cycles). The NextSeq 500 High Output Kit provides kitted reagents for 300 cycles of sequencing, plus dual-indexing support, on a high output run (up to 400M reads) and includes a High Output Reagent Cartridge (300 cycles), High Output Flow Cell Cartridge, and Buffer Cartridge. The NextSeq 500 Sequencing System has high throughput DNA sequencing device that provides flexibility in next generation DNA sequencing production for whole genome sequencing, mRNA sequencing, gene expression profiling with a one to two day turnaround in data production. This level of DNA sequence output for catfish genome sequencing, genotyping, and gene expression experiments is required. These DNA sequencing experiments also require the expendable reagents mentioned. The NextSeq500 is the only known instrument with the capacity to generate 100,000,000,000 bp of DNA sequence in paired 150bp sequencing reads in 2 days, and with the capacity to produce 50,000,000,000 bp of sequence in paired 75bp reads in 1 day. Illumina is the sole producer and seller of the DNA sequencing instrument and the supplies to run the instrument. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The equipment will be located at the USDA, ARS, MSA, Stoneville, MS. The Government intends to award a firm fixed price Purchase Order on or about June 23, 2014. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM Central Standard Time, June 20, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement.
