- Sources Sought - Mobile Detection System (pdf) SOURCES SOUGHT Mobile Detection System SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of vendors who can successfully support this requirement. The contemplated type of solicitation that will be issued will depend upon the responses to this Sources Sought and other information available to the Government. Responses must clearly demonstrate qualifications, capability and expertise to deliver the requirement. Responses to this Sources Sought will be considered as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement. The 21st Contracting Squadron, Peterson AFB, CO is conducting market research to acquire a commercial Mobile Mission Alarm System; train-the-trainer training on use of the system; installation of the alarm system onto Government Furnished Equipment (GFE), and maintenance. The requirement is for a radar/camera detection system that can be mounted in the open bed of a government leased vehicle (to be provided as GFE). Mounting of system must be done in a manner that the system can be moved to another vehicle and any vehicle modifications can be reversed. System weight should not exceed 700-lbs so it does not exceed the weight restrictions of the vehicle, or change its driving characteristics, as vehicle may be driven off-road. System should not utilize more than one-half of vehicle bed to enable additional equipment to be loaded into vehicle. A trailer-mounted system cannot be utilized due to the towing limitations of the GFE vehicle. The desired requirement capabilities are as follows: Detection Distance, Coverage and System Capabilities RADAR Must provide 360° coverage of surrounding area and mounted on a mast capable of extending a minimum of 15-feet above the truck bed in order to observe over vehicles. The radar must be capable of detecting individual walk, run, or crawl at 300-meters and vehicle or individual walk/run at 550-meters. The radar must have the capability to integrate with the Tactical Automated Security System (TASS) and Tactical Integrated Security System (TISS) command and control (C2) software, which is an expeditionary sensor system used by Air Force Security Forces operators. The radar software must be programmable by the operator to exclude areas within the alarm zone from initiating an alarm (such as routine traffic zones) since the system will be used to detect and assess potential adversaries approaching the site. The detection area surrounding the deployed site will be broken down into detection/assessment zones to responding security personnel. Programming of the software should allow the operator to identify specific zones most vulnerable to adversarial approach. The radar system must auto-calibrate for quick set-up and take-down in order to allow the operator time to perform other expeditionary security requirements. CAMERA Capable of seeing man-sized objects to 550-meters during the daytime/nighttime with infrared (IR) capabilities and pan-tilt-zoom to conduct assessment in a 360° area. The camera shall be capable of integrating with TASS and TISS C2 software; as well as programmable by the operator to auto slew in response to alarm inputs from the radar in order to assess the cause of the alarm. The camera system must auto-calibrate for quick set-up and tear-down in order to allow the operator time to perform other expeditionary security requirements. LAPTOP Ruggedized laptop with an Intel i7-class or comparable processor, 8GB of RAM, and the Windows 7 operating system as minimum requirements. The laptop must be designed in a robust and proven configuration to ensure reliability and durability in a deployed environment. ADDITIONAL REQUIREMENTS The system must be capable of being operated from inside or outside of the vehicle. The time for complete set-up needs to be no more than 30-minutes (erected and operational time). Tear-down (retraction and power-down time) shall not exceed 15-minutes. The system height should not extend above the height of the vehicle cab to prevent potential damage during transit at highway speeds. The system shall be powered by the vehicle it is mounted on (additional batteries can be utilized); however, any additional batteries need to be accounted for in regards to the total system weight of 700-lbs. Generator power can be utilized if it is already available as part of the mobile package. When the base is extended to the maximum height with the radar and cameras, the system must be stable and continue to operate up to 60 mph. The system must operate within the temperature ranges of -20°F through 120°F. Video storage capabilities must have a minimum of 72-hours of storage space. The Command, Communications and Display Equipment (CCDE) must display, in real-time, alarm data and video assessment capabilities of each alarm event. The contractor must provide initial training and certification to Air Force personnel on the operation and use of the radar system. The contractor shall provide on-site training to Air Force personnel at the receiving unit's location to demonstrate vehicle integration, set-up/tear-down procedures, operator procedures and system troubleshooting. Additionally, the contractor shall provide the Air force personnel training on expedient field/contingency repair procedures (i.e. how to manually lower the mast due to lost power, battery replacement, system repairs, etc.). GOVERNMENT FURNISHED EQUIPMENT (GFE) -Open-bed 1-ton Chevy or Ford P/Us, X4 per FPAK -Weight cap: GVWR 11,200-lbs, passenger and cargo 3,287-lbs -Dimensions of truck bed: 8'-long x 8'-wide x 4'2"-wide at wheel wells -Approximately half of the truck bed is available for the mounted system due to the space needed to pack personnel equipment; depending on the system configuration, enough space may exist to pack equipment around the radar RESPONSE BY THE CONTRACTOR The anticipated North American Industry Classification System (NAICS) code is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
