- NIINs under the BPA BPA Terms & Conditions. Blanket Purchase Agreement. Sources Sought Notice Please note that this BPA is posted on both the Federal Business Opportunities (FBO) and Navy Electronic Online Commerce (NECO). Although, it is understood that FBO is the single point of entry for posting requirements, NECO is the alternative in case FBO is unavailable. Respondents are advised that the U.S government will not pay for any information or administrative costs incurred in response to this notice; all costs associated in responding to this notice will be solely at the interested party's expense. NAVSUP Weapons Systems Support (NAVSUP WSS) plans to issue Blanket Purchase Agreements (BPA) in accordance with FAR Part 13 procedures. The agency is seeking potential sources to enter into BPAs for non-commercial weld wires to support the Level 1/SUBSAFE (L1/SS) and Scope of Certification (SOC) stock Programs. The description of the L1/SS/SOC programs is attached to this notice. The weld wires discussed herein include the Federal Supply Code (FSC ):3439. Since none of the QPL items have two or more qualified sources, it is not anticipated that the BPA will be set aside for small business concerns and future calls will be competed among qualified sources. However, due to the availability of the small business distributors, and the exception to the non-manufacturer rule for procurement less than $25,000.00, on a case-by-case basis, consideration will be given to small business set asides under the BPA if a sufficient number of small business concerns are issued BPAs. In that case, quotes will be obtained from two or more responsible small business concerns offering the products of different small business concerns, and award will be made at fair and reasonable prices. The review of the proposed orders under the BPA that exceed $10,000.00 will be reviewed by the NAVSUP WSS Small Business Specialist in accordance with DFARS 219.201(d)(10)(A). Responses in Microsoft Word for Office 2007 compatible format are due no later than 15 July 2014 14:00 EDT. White papers shall be limited to no more than 25 pages, less than 5MB in size.
