Description
The U.S. Army Corps of Engineers will be issuing an Invitation for Bid for the Stone Revetment Construction Project at the US Coast Guard Station, located at Point Judith, Narragansett, Rhode Island. The NAICS code for this procurement is 237990. The estimated construction cost is between $3,000,000 and $6,000,000. Work is expected to begin in September 2014 and will extend over a 4 to 6 month period. The work of this project consists of placement of 4-8 ton stone, underlayer stone, stone bedding and gravel fill filter materials for a 90-foot reach where Hurricane Sandy damaged the seawall and scoured the inclined natural slope behind it. In addition, placement of 4-8 ton stone protection shall be placed seaward of an additional 400-foot stretch of the seawall. The USCG Station Point Judith is located at the southern-most end of Ocean Road in Point Judith, Rhode Island, approximately 32 miles south of Providence, RI and approximately 72 miles southwest of Boston, Massachusetts. The site is bounded by ocean to the south and east, marsh to the west, and a private lot to the north. The 4-8 ton stone protection in front of the seawall will consist of a10-foot wide berm 14 feet above Mean Low Low Water (MLLW) with a 2 on 1 slope to existing ground. A 2-foot layer of 1.5 to 2.5-foot diameter underlayer stone will be keyed into the existing ground just underneath the larger armor stone berm. Approximately 7,000 tons of 4-8 ton stone will be needed to construct the berm in front of 600 LF of seawall, including the damaged reach. For the 90-foot reach of damaged seawall, placement of 290 CY of underlayer stone, 150 CY of stone bedding, 115 CY of crushed stone, and 200 CY of gravel fill will be required. An existing basketball court and adjacent USCG land within the property will be provided for access and material storage. Loose concrete from the damaged seawall must be removed from the site and the basketball court will be replaced. It is also expected that all work will be performed from land, from above or below the existing seawall. However, the area in front of the seawall is impacted by high tide cycles (i.e., toe of the proposed berm is below high tide line). Material deliveries will be limited to daylight hours but material placement will be allowed during a longer time window so that the contractor can work around high tide cycles. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about June 30, 2014. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
