Description
The purpose of this notice is to provide clarifications on the cancellation of MCC-14-RFQ-0070. 1) Is this change something that occurred recently - as of yesterday, June 9th you released Q&A answers with no indication of changes to the effort, so was there a change in circumstance that occurred last night to cause this change? The change is to allow MCC management to evaluate new information relevant to the procurement. 2) Has MCC cancelled its Compact work with Niger? MCC is continuing to develop a compact with Niger; the external and internal security risks for Niger have not evolved significantly since the Board directed MCC to develop a compact with Niger in December 2012. Halting or ending compact development is not being contemplated at this time. Any country eligibility decision would come from MCC's Board of Directors. 3) Will MCC personnel still travel to Niger? Given the nature of security risks within the Sahel region of Africa, MCC is coordinating with the State Department to obtain recommendations and training to help MCC mitigate these risks. This process is expected to be complete in August 2014. During this period, MCC has decided to postpone all trips to Niger in support of compact development. 4) Will the solicitation be re-released? Possibly, the requirement is currently on hold, and if re-issued, it would be under a new solicitation number. 5) Is there anything that you could tell about the change? See responses above.
