- The following changes have been made to the previously posted Combination Synopsis-Solicitation: 1) C.2.1.20 - The words quote mark if included quote mark have been added to the end of this line 2) C.2.3.7.3 The references to C.2.3.8.1 and C.2.3.8.2 are incorrect and have been changed to C.2.3.7.1 / C.2.3.7.2 3) C.2.3.12 and C.2.3.13 have both been deleted as they are not required (as a result, the paragraph numbers C.2.3.14 and C.2.3.15 have been adjusted to read C.2.3.12 and C.2.3.13). (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) Signal Analyzer and Signal Generator system capable of capturing, recording, and transmitting Radio Frequency (RF) signals, in accordance with the specifications below. The Contractor shall deliver the unit(s) to: US ARMY RESEARCH LABORATORY SHIPPING & RECEIVING BLDG 434 ABERDEEN PROVING GROUND ABERDEEN PROVING GROUND MD 21005-5001 (vi) Description of requirements: The Contractor shall provide one (1) signal analyzer and signal generator system capable of capturing, recording, and transmitting Radio Frequency (RF) signals, in accordance with the following specifications: C.1 Scope The U.S Army Research Laboratory (ARL) requires one (1) signal analyzer and signal generator system capable of capturing, recording, and transmitting Radio Frequency (RF) signals. Both the signal analyzer and signal generator must be capable of operating independently and perform the capture, recording, and playback when connected via Commercial-Off-The-Shelf (COTS) cables, or by transferring data from one (1) device to the other prior to capturing, recording, or transmitting the desired RF signal. Section C.2.3 identifies requirements for the capture and storage of waveform capabilities. The Contractor shall satisfy these requirements either by integrating the specific capabilities into the Signal Analyzer (C.2.1), the Signal Generator (C.2.2), a combination of both systems, or as a standalone unit. The following sections define the acceptable salient characteristics to fulfill this Government requirement: C.2 Requirement C.2.1 Signal Analyzer - The following specifications and characteristics define the Government requirements for the Signal Analyzer: C.2.1.1 The unit must have a Frequency Range from less than or equal to ( ) three (3) Kilohertz (kHz) to greater than or equal ( ) ten (10) Gigahertz (GHz) (includes both Alternating Current [AC] and Direct Current [DC] coupled) C.2.1.2 The unit must have a Frequency Resolution less than ( less than ) 0.1 Hertz (Hz) C.2.1.3 The unit must have a number of sweep points greater than ( greater than ) 10,000 C.2.1.4 The unit must have a Resolution Bandwidth range one (1) Hz to eight (8) Megahertz (MHz) C.2.1.5 The unit must have a Video Bandwidth range of one (1) Hz to eight (8) MHz C.2.1.6 The unit must have I/Q Analysis Bandwidth that is 160 MHz C.2.1.7 The unit must have an Internal I/Q Storage Depth one (1) second @ 160 MHz bandwidth C.2.1.8 The unit must have a Real-time Spectrum analysis and acquisition bandwidth 160 MHz C.2.1.9 The unit must have a Maximum input level 20 Decibel-mill watts (dBm) (pre-amp off) C.2.1.10 The unit must have a Maximum input level ten (10) dBm (pre-amp on) C.2.1.11 The unit must have an Average Noise figure (ten (10) kHz less than f less than ten (10) GHz) 140 dBm C.2.1.12 The unit must have Input Impedance equal to 50 Ohms ( ) C.2.1.13 The unit must have an N Connect - Female RF Input Connector. The connector must be located on the front panel of the unit. C.2.1.14 The unit must have an Electronic Attenuation of two (2) decibel (dB) steps with a range from zero (0) to 15 dB attenuation C.2.1.15 The unit must have a Pre-Amplifier range of ten (10) kHz to ten (10) GHz with 15 dB gain C.2.1.16 The unit must have an Amplitude Modulation (AM)/Frequency Modulation (FM)/Phase Modulation ( M) Demodulation Capability C.2.1.17 The unit must have the following display modes: C.2.1.17.1 Spectrum display (x-axis: Frequency, y-axis: Power) C.2.1.17.2 Spectrogram/Waterfall Display (x-axis: Frequency, y-axis: time, color: power) C.2.1.17.3 Density Display C.2.1.17.4 Power versus Time C.2.1.17.5 Zero Span C.2.1.17 The unit must be able to accept digital I/Q data from included data recording method to analyze previously captured signals and accept digital I/Q data from included signal generator (see section C.2.2 below) C.2.1.18 The unit must be capable of recording I/Q data directly and in concert with included computer or data recorder (see requirements for capture and storage of waveforms in section C.2.3 below) C.2.1.19 The unit must be capable of displaying typical functionality, including but not limited to, spectrum display, spectrogram, and density display, while recording digital I/Q data to internal memory. C.2.1.20 The unit must be capable of displaying typical functionality, including but not limited to, spectrum display, spectrogram, and density display, while streaming digital I/Q data to an external recorder if included. C.2.1.21 The unit must include the follow connectors: C.2.1.21.1 Minimum two (2) Universal Serial Bus (USB) connectors on the front panel of the unit C.2.1.21.2 Minimum one (1) Headphone jack or speaker for audio demodulation (may be connected through remote computer if included) C.2.1.21.3 Minimum one (1) Local Area Network (LAN) interface Registered Jack (RJ)-45 C.2.1.21.4 One (1) external display connector, either external monitor or computer screen. If the unit is equipped with an external monitor connector, the unit must include one (1) of the following connectors: C.2.1.21.4.1 Digital Visual Interface (DVI) C.2.1.21.4.2 High Definition Multimedia Interface (HDMI) C.2.1.21.5 Minimum two (2) USB connectors on the rear panel of the unit C.2.1.21.6 Minimum one (1) Institute of Electrical and Electronics Engineers (IEEE) 488 connector C.2.1.22 The unit must enable direct control via keyboard and Mouse C.2.1.23 The unit must have a data storage amount ten (10) Gigabytes (GB) C.2.1.24 The unit must have an operating Temperature Range of five (5) degrees Celsius ( C) to 40 C C.2.1.25 The unit must have an operating power range of 100 Volts (V) to 240V AC C.2.1.26 The unit must include rack mount hardware for 19 inch equipment rack C.2.2 Signal Generator - The following specifications and characteristics define the Government requirements for the Signal Generator: C.2.2.1 The unit must have a frequency range of ten (10) kHz to six (6) GHz C.2.2.2 The unit must have a frequency setting resolution 0.5Hz C.2.2.3 The unit must have a maximum output power ten (10) dBm (100 kHz-1MHz), 15dBm (1MHz-6GHz) C.2.2.4 The Unit must have a minimum RF Signal Bandwidth 160MHz C.2.2.5 The unit must have AM, FM, and M internal modulations C.2.2.6 The unit must accept digital I/Q Input from associated Signal Analyzer (ref C.2.1) and Data Recorder/Computer C.2.2.7 The unit must have a Reverse Power (from 50 source) ten (10) watts (W) C.2.2.8 The unit must be able to combine I/Q input with Continuous Wave (CW) and create RF out of combined signal C.2.2.9 The unit must be able to combine I/Q input with noise waveform and create RF out of combined signal C.2.2.10 The unit must include the follow connectors: C.2.2.10.1 The unit must have an N Connect - Female RF Input Connector, 50, located on the front panel of the unit. C.2.2.10.2 The unit must have a minimum of two (2) USB connectors, located on the front panel of the unit. C.2.2.10.3 The unit must have a minimum of one (1) Digital I/Q Input C.2.2.10.4 The unit must have a minimum of one (1) USB connector, located on the rear panel of the unit. C.2.2.10.5 The unit must have a minimum of one (1) LAN RJ-45 connector C.2.2.11 The unit must be compatible with USB keyboard and USB Mouse C.2.2.12 The unit must have an operating temperature range of five (5) C to 40 C C.2.2.13 The unit must have an operating power range of 100 - 240V AC C.2.2.14 The unit must include rack mount hardware for 19 inch equipment rack C.2.3 Capture and Storage of Waveform Capabilities The Government requires the ability to capture and store waveform capabilities in conjunction with the units specified in sections C.2.1 (Signal Analyzer) and C.2.2 (Signal Generator). The following specifications are required by the Government, either integrated into the Signal Analyzer (C.2.1), the Signal Generator (C.2.2), both systems, or as a standalone unit. The Contractor shall specify how the required capabilities will be satisfied, in terms of hardware and form factor. C.2.3.1 The unit must have the ability to capture and store recorded RF signals from ten (10) kHz to maximum operating frequency of included signal analyzer (see C.2.1 for maximum operating frequency) C.2.3.2 The unit must have the ability to capture, store, and broadcast recorded RF signals from ten (10) kHz to six (6) GHz C.2.3.3 The unit must be able to record I/Q data from RF signals captured by the Signal Analyzer (C.2.1) C.2.3.4 The unit must be capable of displaying spectrum plot, spectrogram plot, and real-time spectrum analyzer density while recording RF signals C.2.3.5 The unit must be capable of recording 40 MHz bandwidth C.2.3.6 The unit must be able to record at least one (1) minute durations at 40 MHz bandwidth C.2.3.7 The unit must satisfy the follow storage requirements: C.2.3.7.1 The unit must include I/Q data storage of 1.5 Terabyte (TB) C.2.3.7.2 The storage must be removable C.2.3.7.3 The unit must include one (1) additional storage unit (i.e. Hard Disk Drive (HDD), Solid-State Drive (SSD), or other storage capacity) with IQ data storage of 1.5TB that can be inserted into data capture/storage device to replace removable IQ data storage referenced in C.2.3.7.1/C.2.3.7.2 C.2.3.8 The unit must be able to output recorded IQ data in Matlab readable formats C.2.3.9 the unit must have an operating temperature range of five (5) C to 40 C C.2.3.10 The unit must have an operating power range of 100 - 240V AC C.2.3.11 The unit must include rack mount hardware for 19 inch equipment rack C.2.3.12 The unit must be able to record and graphically display Global Positioning Coordinates (GPS) of positions of recording system after capture C.2.3.13 The unit must be able to work with the signal generator (ref C.2.3) to transmit recorded RF waveforms C.2.4 Miscellaneous Requirements C.2.4.1 The Contractor shall include all required power cables and interconnecting cables to connect the units detailed in sections C.2.1, C.2.2, and C.2.3 C.2.4.2 All hardware and software must be COTS; no custom designed and/or implemented solutions C.3 Delivery/Training C.3.1 The Contractor shall deliver all items specified in C.2.1 - C.2.4 to the US ARL, Aberdeen Proving Ground (APG), Aberdeen Proving Ground, MD, 21005. C.3.2 The Contractor shall provide a minimum of four (4) hours of training at APG, to include: C.3.2.1 Basic Signal Analysis functionality C.3.2.2 Basic Signal Generator functionality C.3.2.3 RF capture of signal and storage C.3.2.4 RF broadcast of recorded signal C.3.2.5 Mix recorded signal with noise or other signal in signal generator and transmit C.3.2.6 Basic signal analysis function with I/Q input from signal generator C.3.3 The Government will provide the specific location (Building and Room Number) at time of award, as Government Furnished Information (GFI) C.4 Security - Distribution Statement C.4.1 Distribution Statement A: Approved for public release; distribution is unlimited. (end) (vii) Delivery is required No Later Than (NLT) six (6) weeks After Contract Award (ACA). Delivery shall be made to the US Army Research Laboratory (ARL), Aberdeen Proving Ground (APG), MD 21005. Acceptance will be performed at ARL, APG. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include five relevant (5) records of sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer.
