- 1-Is the cleaning job to be done during normal working hours? After hours? On week-ends? Or a mix of these depending on the areas to be cleaned? Please refer to the combined/synopsis Solicitation Notice, page 3 of 66 under performance work statement item number 1.9. 2-Are the glass walls (with glass doors) which enclose each Service's Reception Area to be included in our proposal for the contract? Interior glass walls (with glass doors) which enclose each Service's Reception Area not included in the solicitation work statement. Please refer to the Solicitation work statement item number, 1.1 page 2 3-Are the "sidelights" or "vision panels", that is, the glass windows beside the entrance door to each private office, to be included in our proposal for the contract? Only those glass surfaces/members(ie. Curtain walls, windows, doors, etc.) that encompass the perimeter of the building as described in the SOW are to be included. Please refer to the Solicitation work statement item number 1.1, page 2 a.Exterior Only? No, please refer to the combined/synopsis Solicitation work statement item number 1.1 page 2, b.Or is the inside face to be also included? Please refer to the combined/synopsis Solicitation work statement item number 1.1, page 2 c.If the inside is to be included, will VA assure that the offices are open during their scheduled turn? Government employee will provide access to the areas. Contractor shall coordinate with VACHS via timely requests to the VA COR. Operation of the facility shall not be interrupted. 4-In many private offices there is a credenza installed in front of the glass windows. This credenza is permanently installed as part of the support system of the furniture in these offices. Will the VA remove it for cleaning? No Or will the blocked windows not be subject to the terms of the contract? The inside of all exterior glass windows and panes are to be cleaned and offerors are encouraged to submit the best procedure to accomplish the task. Please refer to the combined/synopsis Solicitation work statement. 5-In other private offices there are other furniture pieces, which also block part of the windows; these are storage and filing units that, although not permanently installed, are heavy and would need to be emptied before moving them to clean the blocked areas of the windows. Will the VA empty them it for cleaning? No Or will the blocked window areas not be subject to the terms of the contract? All areas are to be cleaned, please provide the best procedure to accomplish this task. Please refer to the combined/synopsis Solicitation work statement item number 1.1 6-Will the windows of the area denominated as "Future Canteen Service Dining Area" be included in the contract? Please refer to the combined/synopsis solicitation work statement, the exterior windows and glass panes of the Veterans Canteen Services Dining area are to be cleaned. At present the new Canteen Services Dining area is under construction. Upon knowledge of the occupancy date, the government will request cleaning of the interior window wall and glass panes. Services may be incorporated in the contract via supplemental agreement upon knowledge on an opening date. Please provide breakdown for this activity. a.Exterior Only? Please refer to question #6. b.Or is the inside face to be also included? Please refer to question #6. 7-Is the glass bannister on the second floor main corridor be included in the contract? Yes, the glass banister in the second floor is included in this contract. 8-In the Southern and Western façades of the building, the exterior windows are surrounded by deep eaves. During the tour of the facility, considerable amounts of dust and dirt could be observed on these "balcony floors". In the cleaning process, the cleaning staff could easily leave footprints on this "balcony floor" if it is not cleaned of the dirt prior to cleaning the windows. Will this "balcony floor cleaning" be included as part of the contract? Please refer to the combined/synopsis Solicitation Notice, item number 1.10 thru 1.12. Contractor shall provide any means and methods necessary to protect these floors from the work being performed including leaving footprints. Please include methods proposed. 9-For the exterior cleaning of the curtain wall which encloses Stair #2, access holes for 'gondola support cables' (in Spanish, "guindola") must be perforated in the very deep eave atop said glass wall. Will the VA provide this modification to the building's structure? Otherwise it would be impossible to clean this wall. Please provide means and methods proposed for this. 10-Are the semi-transparent awning-like panels that cover the walkway from the Administration Building's main entrance to the main entrance of the hospital included in the cleaning contract? Yes, the semi-transparent awning-like panels that cover the walkway are included in this contract. 11- In case a window or a glass brakes during the cleaning, where does the contractor will acquire the glass from? The windows and glass panes are hurricane proof and are impact resistant. However, contractor is responsible for restoring/replace these surfaces due to any impact done by the works described in the SOW. 12- In case a window or a glass breaks; what is the cost of the glass? Contractor to provide proper safety procedures to be in place. Contractor is responsible for restoring/replace these surfaces due to any impact done by the works described in the SOW. Costs may vary greatly depending on availability, market conditions, etc. that is the responsibility of the contractor to find out. 13-. How many windows and glass surfaces are in the building including all the areas? Please, refer to the combined/synopsis Solicitation Notice item number 1.2. 14- In the front are of the building where the colored glass is located, how many are they? Please refer to question #13 15- On the side of the building is practically all glass. How many are they? Please refer to question #13 16- What height is the building? Please refer to question #13 17- What's the height between each floor? Please refer to question #13 18- Can an aerial lifter of 70' be use to clean the glass? This is a Performance Base Contract and offerors are required to submit the best techniques to do these services. Please, refer to the combined/synopsis Solicitation Notice, item number 1.6. Please present proposed means and methods to perform work. 19- Can a window cleaning gondola be use? This is a Performance Base Contract and offerors are encouraged to submit the best techniques to do these services. Please, refer to the combined/synopsis Solicitation Notice, item number 1.6. Please present proposed means and methods to perform work. 20- The bridge is still under construction, we can't not see inside. Question - Possibility to view before the bid? No, second floor bridge that connects administrative building with OPA Building is still under construction. Upon knowledge of the occupancy date, the government will request cleaning of the window wall and glass panes. Services may be incorporated in the contract via supplemental agreement upon knowledge on an opening date. qUES21- Could not get on the roof to see where it will grab the equipment? Question - there is a strong enough couple parapet railing equipment? There are window wash tie backs on the penthouse roof. Reference to attached pictures. Contractor shall not limit themselves to these tiebacks. Contractor shall provide/propose means and methods necessary to perform service. Please refer to combined/synopsis notice, item number 1.5 22 - Currently are areas in the eaves where the paint is peeled. Question - who would to scrape. Resurface and paint these parts? Please refer to combined/synopsis notice, item number 1. Contractor shall provide any protection necessary to surfaces that may be impacted. Shall there be any impact, contractor shall restore to original condition. This shall be contemplated in the proposal. 23- A window cleaning can be done during working hours? Please refer to combined/synopsis notice, item number 1.9 23- A date can be postponed the bid to have more time to have a second chance to see the facilities again? No more site visits are scheduled to the Administrative Building. Combined synopsis/sol was extended for response to June 20, 2014. Administrative Building site visit was conducted June 4, 2014. 24- What is going to be with the fading and peeling paint that is in the frame of the windows? Contractor shall provide any protection necessary to surfaces that may be impacted. Shall there be any impact, contractor shall restore to original condition. This shall be contemplated in the proposal.
