Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME Sources sought synopsis announcements are issued to assist the Agency in performing market research, to determine industry interest and capability. This is not a request for proposals (RFP). A response to this request will not be considered a proposal and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this document will become MICC-Fort Benning property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this document. The Mission and Installation Contracting Command, (MICC-Fort Benning), Fort Benning, GA is seeking interested sources capable of providing the services all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to develop an instructional enhancement tool with 3D software capability utilizing a proven commercial-off-the-shelf (COTS) software capability that provides real-time, unscripted interactivity with 3D equipment simulations enabling virtual quote mark hands-on quote mark practice of tasks and procedures and playback of procedural animations that allows multi-direction, cross-sectional viewing of internal parts within the context of the main assembly and for constrained movement of parts that do not require a specialized 3D graphics acceleration card for Fort Benning, Georgia. Under this requirement the contractor shall introduce advanced learning technologies into the classroom by converting selected instructional curriculum into a Virtual Task Trainer (VTT). This procurement requires an instructional enhancement tool with three dimensional (3D) software capabilities that supports both instructor-led and self-paced student learning to be developed for two areas of instruction: Mobile Gun System and the Remote Weapon System. This capability will fill a critical need identified by the 316th Cavalry Brigade to support their current and future classroom instruction taught within multiple classes. Objectives: The objective is to provide VTTs in support of the following instructional content/training in order to further enhance familiarization and comprehension in order to improve operational readiness. 1. To provide a VTT covering the M1128 Mobile Gun System (MGS) Breech and Gunners Station. M8 2. To provide a VTT covering the Infantry Carrier Vehicle - Remote Weapon Station (RWS) 3. To provide a VTT made up of 3D Knowledge Objects or 3Kos designed for industry standard IT infrastructure. Each standard VTT will include the following modules, as well as an introduction and summary page: OBSERVATION: Users acquire knowledge by watching animations (including voice-over audio) that show the procedures step-by-step. PRACTICE: Users practice the procedures in real time (including part removal and replacement), receiving automated feedback and guidance. TEST: Users validate that they have acquired the required knowledge by performing the procedures, which may include answering multiple choice and short answer questions. EXPLORATION: Users freely explore the virtual equipment in real time to gain knowledge about terms, tools, and equipment. SECURITY: Access and General Protection/Security Policy and Procedures. This requirement is for Contractor employees with an area of performance within an Army-controlled installation, facility, or area. The Contractor and all associated Subcontractor employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The Contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes. Handling of or access to Classified Information. Contractor shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified quote mark Confidential, quote mark quote mark Secret, quote mark or quote mark Top Secret quote mark and requires contractors to comply with- (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); any revisions to DOD 5220.22-M, notice of which has been furnished to the contractor. Contractors who believe they possess the expertise and experience shall submit a written technical capabilities statement. Interested contractors should also address whether they can fulfill the requirements via GSA schedules.. In addition, any small businesses that believe they can accomplish this requirement should indicate their small business status (See FAR Part 19) in their capability statements. Please limit your responses to no more than five pages, using Times New Roman 12 pt font or equivalent. As part of the capability package, firms must include the following: (1) Capability Statement demonstrating knowledge and ability to perform services as specified. Capability statement must be sufficient to demonstrate performance directly related to the performance of the requirement (2) Business Size and socioeconomic status (3) Cage Code and Duns number (4) Contact information, name, title, telephone number, and e-mail address of designated corporate point of contact. NOTE: All interested parties must be currently registered in the System for Award Management (SAMS).
