Description
Training Simulation Development Software RFI Request for Information (RFI) Management Tradecraft Training Division (MTT) Training Simulation Development Software This Request for Information (RFI) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The Department of State, Foreign Service Institute is seeking information regarding the following materials with required specifications. Please carefully review the requirements and respond according to the directions following stated below. The Foreign Service Institute's Management Tradecraft Training Division (MTT) supports and trains 5000 management professionals each year in preparation for assignments to US Embassies and Consulates throughout the world. Training for management issues are in depth and comprehensive, to include: human resources, financial management, facility management, contract management, logistics, warehouse and property management, procurement, and general management issues (e.g. customer service and change management). MTT is interested in establishing an "in-house" management and decision making platform that utilizes software or a cloud based system. This will allow the MTT division to enhance its training capabilities by implementing tailored simulations and scenarios specifically utilized for the Department of State's mission. MTT is seeking complete control of the system in order to control the possible decision/outcome development for various real life management situations. Vendors who are capable of providing Training Simulation Development Software that meets the following requirements: 1) Is your platform software or cloud-based? 2) If software, how many work stations can the software be installed on? 3) If cloud based, how is access regulated? 4) What is the level of expertise needed to manipulate the platform to develop simulations? 5) Do you provide training to use the platform? 6) Can external media be imported into the simulation that is developed by our staff? 7) If so, are there any limitations to the type of media imported? (e.g. can Powtoon, Youtube, Adobe Captivate, etc., be imported into the platform?) 8) Once a simulation is developed, how do students access the simulation? 9) How is the simulation stored once it is developed? 10) How easy is it to edit the completed simulation? 11) What technical requirements are needed to operate the simulation platform? 12) Are there licensing costs/annual renewals for the platform? 13) Assistance from the organization should the product have any issues? 14) Response time to correct issues with the product?
