- The Naval Sea Systems Command intends to issue a Full and Open solicitation number N00024-14-R-6232, for a Firm Fixed Price (FFP) contract (or multiple FFP contracts) to allow qualified offeror(s), who are interested in the opportunity, to be an observer under the NAVSEA Acoustic-Rapid Commercial Off-the- Shelf (COTS) Insertion (A-RCI) contract with Lockheed Martin Mission Systems and Testing (LM MST) for Program transitional activities from Technology Insertion (TI) 14-16. The contract(s) will allow qualified offeror(s) to have visibility into the A-RCI program with the goal being to enhance the competitive field for future A-RCI procurements. The A-RCI AN/BQQ-10 Program is a sonar program that provides processing and display upgrades to the sonar sensors of all submarine classes through rapid insertion of COTS-based hardware and software. A-RCI acoustic system improvements provide enhancements to the capabilities of receiving, assimilating, processing, evaluating, localizing and displaying tactical data. In addition, these improvements mitigate and/or eliminate obsolescence issues and achieve life cycle cost savings by increasing commonality of systems for reduced infrastructure support. Every even year, the hardware baseline is modified to incorporate newer technology via a Technology Insertion (TI). Every other year (in the odd years), the system software must be modified to accept new Advanced Processing Build (APB) software, which may require firmware and hardware changes. This newest software delivery then becomes the basis for the next hardware TI and so on. The Navy expects to award the contract(s) announced herein in July 2014 with a period of performance of approximately six (6) months. The contract(s) will allow the selected contractor(s) to attend ARCI meetings during the contract period of performance. The selected contractor(s) will be given a Firm Fixed Price contract in the amount of $49,376 to cover the cost of their attendance at these meetings, the submission of the final contract deliverable and a local travel allotment. The Government may award to more than one qualified Offeror. Offeror(s) shall demonstrate their ability to meet the following technical criteria factors: (1) Facility and facility security clearance (Secret); The Offeror(s)shall demonstrate that it (including their co-contractor/industry partners) has integration and development facilities in place (or ability to obtain) to conduct an integration task of software and hardware. The facility should have adequate space, power and chilled water sufficient to support up to integration for the following TI-18/TI-20 systems: SSN688I, SEAWOLF, SSBN, SSGN, VIRGINIA Class Block/I/II/III modernization, VIRGINIA Class New Construction, FMS, and related trainers systems for A-RCI as well as facilities to support software development and development of technical insertion hardware/obsolescence management. No award will be made to any Offeror(s) which does not possess a facility security clearance issued by the Defensive Investigative Service at the SECRET level. The Government is not obligated to delay award pending security clearance of any Offeror(s). (2) Software Experience; Offeror(s) shall demonstrate the ability to develop and integrate software of a complex nature (~4M SLOC). Multiple software developers are utilized as providers for the current A-RCI system that are directly contracted to PMS401. The Offeror(s) must demonstrate the ability to manage both direct and in-direct contractual relationships. (3) Hardware Experience; The Offeror(s) shall demonstrate the ability to design and integrate highly networked hardware for submarine electronic system. These systems contain both uniquely developed hardware and commercial off the shelf hardware across a minimum of eight cabinets (processing and displays). (4) Systems Production; The Offeror(s) must demonstrate the ability to design and integrate submarine electronic systems that require complex acoustic signal processing. The offeror shall demonstrate the capacity to manufacture and deliver 8-12 complex Navy electronics systems per year. (5) Past Performance; Offeror(s) will be evaluated in terms of how well they have performed on recent relevant efforts. Offeror's will be rated as either "Acceptable" or "Unacceptable" based upon Source Selection Team's evaluation. NAVSEA intends to synopsize the following full and open competitive contracts for A-RCI procurements in the near future: (1) TI-18/TI-20 A-RCI Integration, (2) TI-18/TI-20 A-RCI Light Weight Wide Aperture Array (LWWAA) Processing, and (3) TI-18/TI-20 A-RCI Light Weight Low Cost Conformal Array (LWLCCA) Processing. These competitive RFPs are scheduled to be released in Fall 2014 (A-RCI TI-18/TI20) and Spring 2015 (LWWAA and LWLCCA).
