Deputy Narcotics Control Officer (DNCO) Lima, Peru Issuance Date: 06-13-2014 Closing Date: 06-27-2014 SOLICITATION NUMBER: PSC-14-038-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: Deputy Narcotics Control Officer 6. MARKET VALUE: $81,535- $119,737 (FS-02) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located in the U.S. Embassy, INL Section, in Lima, Peru. The INL Deputy Narcotics Control Office (DNCO) supports the Narcotics Control Officer (NCO) in liasing between INL and the Government of Peru's manual coca eradication program. The DNCO oversees the Institute of Tropical Cultivation, a scientific research/training NGO. Coca eradication is handled by CORAH (Control y Reduction de Coca Alto Huallaga - the Government of Peru/Ministry of the Interior eradication organization), which falls under the Minister of Interior but is primarily funded by INL. The DNCO and NCO, with the help of INL Accounting, oversee CORAH funds. DNCO advises the NCO on strategy, coordinates with the INL Aviation, Police and Maritime programs, and oversees CORAH logistics and administration activities. Purpose: This personal services contract (PSC) provides a DNCO for the International Narcotics and Law Enforcement Affairs Lima, Peru (INL Lima). The purpose of this professional services contract position is to assist in field-level liaison and coordination with officials of the host government and other USG agencies concerning the implementation of bilateral agreements for counternarcotic and alternative development project activities and operations nationwide. The Officer serves as the eradication operations advisor to the NCO on all programmed and voluntary eradication matters and activities. Responsible for coordinating programmed eradication operations with Government of Peru/Ministry of the Interior eradication entity (CORAH). As required, conducts coordination related to measuring and monitoring of coca (CADA) and licit crops (ICT), construction, administrative matters, and logistical support. Provides backup for NCO on all activities and stands in for NCO as needed. Relationships: The DNCO works under the direct supervision of the NCO. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs. The DNCO coordinates directly with CORAH, DEVIDA and the Peruvian National Police. Completed work is reviewed for timeliness and effectiveness. The DNCO directly supervises both the Program Specialist and Program Assistant. Duties and Responsibilities: 1. Provide field-based security advice and field assessments. 2. Monitor day-to-day CORAH/CADA issues and activities. Review support plans, logistical requirements, and measures of effectiveness to ensure compliance with approved policy guidance. 3. Coordinate the CORAH/CADA program. Receive, evaluate, and process requests for travel, supplies, and equipment needed to support approved CORAH/CADA activities. Review vouchers submitted for liquidation of expense. Conduct regular liaison with CORAH/CADA to ensure proper use of training funds and other training to support CORAH/CADA. Monitor training needs, suggest training, and where appropriate, conduct training to enhance operational effectiveness and security. Where appropriate, suggest changes in operational procedures to enhance operational effectiveness and security. 4. Coordinate with INL, and USG and GOP counterparts, for all logistical support for the CORAH/CADA project. Work in conjunction with INL Procurement and Accounting to define commodity procurement and tracking of purchases. 5. Work with the NCO to develop and draft goals and objectives to be incorporated into an annual plan. Assist in the management of the project in furthering overall program objectives as outlined in the annual plan, and in performing continuing evaluations of progress towards meeting those objectives, including field observations of eradication and monitoring. Provide early notification to supervisor of potential problem areas. 6. Conduct on-site inspections to perform end-use monitoring and to ensure that program objectives are being met and that support is provided according to sound, professional management principles and practices meeting applicable USG regulatory standards, and to prevent waste, fraud, or abuse in the use of USG resources. 7. Review, evaluate, and process all CORAH/CADA travel requests. Review all receipts and vouchers submitted to liquidate expenses. 8. Assists CORAH in development of specific eradication plans to support US Embassy strategy and goals. Provides advice on operational strategies according to specific geographic zones, socio-political, and threat conditions. 9. Conducts field-level liaison and coordination concerning eradication operations with officials of the host government and other USG agencies. 10. Oversees implementation of eradication plans and advises counterparts on efficient operational methodology. Evaluates effectiveness of those operations from the field, adapts plans, and redirects use of resources as required by changing situations. 11. Provides advice to counterparts during selection, installation and maintenance of forward base locations. 12. Develops organizational and procedural manuals to document and implement standardized procedures during eradication operations. 13. Provides security assessment and advice for all eradication plans to CORAH, Narcotics Control Officer, and cooperating USG and GOP agencies. Provides field-based security advice and conducts ongoing threat assessments to minimize risks during eradication operations. Oversees implementation of operational, communications and personnel security programs. Minimum Requirements: 1) U.S. citizen able to obtain and maintain a Department of State Secret level security clearance and a Department of State medical clearance, appropriate for service in forward operations locations throughout Peru. 2) Associate degree with ten years of related experience in program management, operations or monitoring. 3) Demonstrated and required professional fluency, both oral and written in Spanish and English, at the FSI 3/3 level. 4) Demonstrated experience managing $10 million+ programs in a governmental environment. 5) Demonstrated expert with a minimum of fifteen (15) years of tactical counter-narcotics operations, including security planning in high threat environments. 6) Extensive demonstrated experience as an operations officer/manager in a military or civil organization in field environments (jungle locations, etc.) 7) Expert knowledge and experience in the formulation and implementation of plans and policies pertaining to operations, command and control, communications and logistics. 8) Proven ability to complete Distance Learning (DL) FSI Contracting Officer's Representative (COR) and Introduction to Working in an Embassy (PN113) courses within the first 120 days of assignment successfully. 9) Proficient in Microsoft Office. 10) Demonstrated ten (10) years of experience in counter narcotics or similar programs. 11) Demonstrated experience in Latin America, and within the USG or U.S. Embassy environments. Evaluation Criteria: Factor 1: Program Oversight: 35 points The ability to strategically plan, manages, supervises and leads coca eradication operations and related counter narcotics activities. This includes the ability to coordinate activities with other entities and agencies (USG, GOP, and NGO), plan and manage budgets, and supervise staff within and outside the Embassy. Factor 2: Experience: 35 points The ability and demonstrated work experience related to this position with extensive experience working in Latin American countries, as well as experienced working within the USG or U.S. Embassy environments. Factor 3: Past Performance 30 points Evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
