- NAICS 237120, Oil and Gas Pipeline and Related Structures Construction This acquisition is set aside for Service-Disabled Veteran-Owned (SDVOSB) small business concerns. This is a pre-solicitation notice to announce that the Department of Interior, National Park Service, Kings Canyon National Park (NP), has identified a requirement to solicit for the replacement and upgrade of the existing oil fired heating equipment with propane fired units and providing an above ground propane storage tank with vaporizer and underground distribution piping. The tank is sized for approximately six months of heating fuel requirement and one week of generator fuel requirement. It is assumed that the heating capacity of existing equipment is adequate to meet the building heating demand. Additional scope includes replacing the fuel oil powered generator with a propane unit piped from the new above ground propane storage tank. One week of generator operation is accounted for in sizing the tank. NPS intends to issue a Request for Proposal (RFP) based off the Solicitation P14PS01368. The contractor who is selected for this project will be responsible for providing all labor, materials, tools, equipment, skills and expertise required to perform this award. Work on this project consists of fuel storage and HVAC improvements to the existing Grant Grove Wastewater Treatment Plant (WWTP) in accordance with code compliance issues under Federal and State regulations, and as per the specifications. The applicable North American Industry Classification System (NAICS) is 237120. RFP ISSUANCE DATE: The anticipated issuance date of the RFP is on or about July 1, 2014 with an anticipated closing date of August 5, 2014. The anticipated period of performance is from September 1, 2014 to October 15, 2015; however, notice to proceed will be established with the exact beginning of the performance period. Note: There will NOT be a public bid opening for this requirement. The RFP will be posted and available for download at the www.fbo.gov website on or about July 1, 2014. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Award shall be made to the offeror representing the most advantageous value to the government. Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED. In accordance with FAR 52.219-8 this project will utilize Service-Disabled Veteran-Owned small business concerns. SYSTEM FOR AWARD MANAGEMEMNT INFORMATION: To be eligible for a government contract, contractors must be registered in the System for Award Management registration system (SAM.gov) government system prior to award.
