- This modification/amendment is issued to answer the following questions to Solicitation NIHAO2014005, and to extend the response date to July 2, 2013. A. On page 3 of the PWS "Provide and maintain a fully equipped laboratory facility in Phnom Penh at CNM." 1. If the space is provided, is it necessary that we budget rent costs for this space? Answer - We do not currently pay rent for the laboratory space in Phnom Penh. Electricity, back-up generator costs, internet and phone must be provide and paid for by the contractor. 2. If so, what is the current rent being paid? Answer - NA 3. Will any of the laboratory equipment from the current space remain, or does all new equipment need to be purchased? Answer - All of the current laboratory equipment will remain B. On page 3 of the PWS "Provide offices for research staff and a store room for supplies and equipment" in three provinces. 1. Pursat i. How many square feet of office space is expected? Answer - 144 square feet ii. How many square feet should the laboratory include? Answer - 1300 square feet iii. How many square feet should the insectary include in Pursat? Answer - 600 square feet iv. What is the desired number of staff per office? Answer - 4 v. How many square feet of storage space should be included? Answer - 600 square feet vi. How many square feet should the clinical facility for patients include? Answer - 9216 square feet 2. Ratanakiri i. How many square feet of office space is expected? Answer - 225 square feet ii. What is the desired number of staff per office? Answer - 4 iii. How many square feet of storage space should be included? Answer - 100 square feet iv. How many square feet should the clinical facility for patients include? Answer - 5600 square feet 3. Preah Vihear i. How many square feet of office space is expected? Answer - 144 square feet ii. What is the desired number of staff per office? Answer - 4 iii. How many square feet of storage space should be included? Answer - 100 square feet iv. How many square feet should the clinical facility for patients include? Answer - 2304 square feet C. On page 4 of the PWS "Travel Coordination for foreign scientists". 1. Are there a desired number of trips? Answer - 3 2. Are there a desired number of days per trip? Answer - 7 3. Are there desired Originations and Destinations for each trip? Possible routes: Answer - PNH to IAD (to work at the NIH) and PNH to MSY (for an annual conference) 4. Are flights restricted to economy fares? Answer - Yes, unless documentation is provided that the economy flight is the only method for the performance required. D. The four 4-wheel drive vehicles on Page 4 of the PWS. 1. Do these need to be purchased, or are these rentals? Answer - The Government currently own 4 vehicles that will be used under this contract. FAR Clause 52.245-1 Government Property is incorporated into this solicitation. The Contractor will maintain to pay for maintenance and insurance of vehicles as well as replacement, if need be. Taxi and motor bike rentals are also needed to transport samples and patients to and from each clinic. 2. How are they currently being provided for? Answer - The Government currently owns the 4 vehicles E. On page 4 of the PWS, Equipment purchases. 1. Is there a list of anticipated equipment to be purchased? Answer - Real-time PCR machine 2. Is there a list of current equipment that will continue to be used that does not need to be repurchased? Answer - Yes, we currently have all equipment needed to run our study but we may need the contractor to replace equipment as needed or purchase new equipment as the work evolves. F. Per the Invoicing section on page 4 of the PWS, the Contractor required to provide back up for costs incurred. 1. If the contract is issued as a Fixed Fee Purchase Order, per the last paragraph in the solicitation, why is the Contractor required to provide back up for costs incurred? Answer - The contractor is required to provide back-up when they invoice for the not to exceed CLINs 3 and 4 (equipment, supplies, transportation and travel). See below anticipated CLIN structure for the submission of your proposal. • The contract line items (CLIN) are to be identified as the following for the base year: CLIN 1 - The core staff support for the Malaria Studies in Cambodia for clinical studies and 3 provinces to include personnel, logistics and materials are fixed price. CLIN 2 - Facilitate clinical studies in each of the 3 (three provinces) Pursat, Ratanakiri, and Preah Vihear. CLIN 3 - Not to exceed CLIN established by the Government for the purchase of supplies, equipment, patient remuneration fees and transportation services (vehicle rental/purchase if required and maintenance). Note the contractor may provide their estimate based on the Performance Work Statement (PWS). The Government will provide the final amounts. This will not be evaluated for competition purposes. CLIN 4 - Not to exceed CLIN established by the Government for travel and support of the PWS to include foreign scientist, and contractor personnel. The Government will provide the final amounts. The second to last paragraph of the solicitation requests Past Performance references. 1. Is there a desired minimum number of Past Performance references required? Answer - No more than 3 (three). H. Please clarify the meaning of "rely" in the Price or Cost section in the second to last paragraph of the solicitation. Answer - The word "rely" is corrected to "fully" burden.... 1. Is this a request for MOBIS rates specifically? Answer - No. This is a full and open competitive solicitation that will be awarded to the Offeror that provides the best value proposal, taking into consideration, non-price and price factors. The Offeror is free to propose rates. I. The second to last paragraph of the solicitation discusses Personnel, specifically key personnel. 1. Can key personnel be identified and named post award in consultation with NIH? Answer - No, the Contractor shall propose the key personnel based on their technical proposal. However the government and the Contractor may agree on the key personnel after contract award. This modification/amendment to Solicitation #: NIHAO2014005 is to change the Associated North American Industry Classification System code from 541712 to 541990, which has a size standard $14.0 in millions of dollars. All Offerors must acknowledge this modification/amendment in their final proposal submission. The Solicitation proposal due date is not extended. This notice is a combined Synopsis/Solicitation Request for Proposal for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued for the solicitation number NIHAO2014005. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-73 dated April 29, 2014. This acquisition is a commercial service and will be processed under Simplified Acquisition Procedures (SAP) on an unrestricted basis. The associated North American Industry Classification System (NAICS) Code is 541712, which has a size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) have a requirement for support (facilities, equipment, personnel, etc.) to conduct studies on malaria in Cambodia. It will also support training of scientists from Cambodia and scientists from the National Institutes of Health (NIH) sponsored Malaria Research and Training Center in Bamako, Mali as follows: Contractor Requirements • Administrative oversight to a) allocate, track and evaluate use of resources, and b) initiate standard operating procedures for problem resolution among project personnel by following approved operating procedures and reporting the initiation of such procedures to LMVR program staff. • Infrastructure and Establishment of Laboratories: provide and maintain a fully equipped laboratory facility in Phnom Penh at the CNM and the USH campus. • In addition, provide three offices for research staff and a store room for supplies and equipment. Provide computers, printers, high-speed internet and telephone service for program staff. Provide an insectary for the rearing of mosquito vectors of malaria. • Travel Coordination: arrange for visits by foreign scientists to locations within the United States and foreign countries to attend meetings, conferences, planning sessions, and periodic training sessions. Support travel of non-NIH scientists to the LMVR research sites. • Transportation: It is anticipated that four 4-wheel drive vehicles will be needed as well as 4 experienced drivers to provide local transport in Phnom Penh as well as transport to and from field sites and for patient recruitment. • Equipment purchases: as necessary, equipment for the various laboratories and studies may be purchased from vendors in Phnom Penh. See the attached Performance Work Statement (PWS). The period of performance will be at the time of award for one (1) year base with a one (1) year option. In accordance to FAR 52.212-2 Evaluation - Commercial Items the Government will award a contract resulting from this solicitation to the responsible offeror whose offering conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Specifications of the attached PWS, (2) Corporate Experience: The extent and nature of experience of the offeror in providing support services and staff in Cambodia or similar locations performing the same or similar requirements, (3) Personnel: The offeror shall provide a draft staffing plan demonstrating their ability to hire and retain qualified in country personnel in accordance to PWS. The contractor shall provide resumes for key personnel. The Government anticipates the following positions are key personnel: program coordinator, senior microscoptist, senior laboratory manager, data manager, and consultants, (4) Quality Control: The offeror shall provide a draft quality control plan demonstrating how they ensure quality services in accordance with the PWS, (5) Transition Plan: The offeror shall provide a draft transition plan demonstrating how they facilitate a smooth transfer of operations at the end of the contract, (7) Past Performance/Performance Risk: Degree of confidence the Government has in the Offeror's ability to provide the requirements of the solicitation based on the offeror's demonstrated record of performance on recent relevant efforts. NIAID will assess the relevancy of the experience and if relevant evaluate the Offeror's past performance (how well the offeror performed on the referenced projects). If the offeror has no relevant past performance references, it will be evaluated as Neutral, and (8) Price or Cost: The offeror shall provide with their price or cost proposal a listing of labor categories proposed to include fully burdened hourly rates and any proposed increases during the base period and the option period. The offeror shall provide their rationale for the proposed increases. The technical proposal will be rated as follows: Outstanding, Good, Acceptable, and Unacceptable. The past performance will be rated as follows: Very Relevant, Relevant, Somewhat Relevant, Not Relevant, Substantial Confidence, Satisfactory Confidence, and Limited Confidence. The Government will issue a firm-fixed price purchase order to the responsible contractor. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment resulting from this solicitation (www.sam.gov). By submission of an Offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representative and Certifications Commercial items and services in the SAM database.
