- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. R14PS00482) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-74. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 541922, Commercial Photography. The small business size standard for NAICS Code 541922 is $7.0 Million. (v) Line item 0001 - One (1) Lump Sum, Digital Orthophotographs (see Attachment 3 - Schedule of Services). The Statement of Work provides more detailed information about the requirement and is attached to the RFQ. (vi) The Bureau of Reclamation has a requirement for a contractor to acquire and provide the Government with high resolution digital color and colored-infrared orthophotography for selected areas along the Colorado River. The project consists of eleven (11) separate areas of interest (AOI), totaling approximately 23904 acres, or 37.4 square miles. The AOI include: 1) Big Bend, 2) Beal, 3) Park Moabi, 4) PVER North, 5) PVER South, 6) Cibola, 7) Hart Mine, 8) Imperial, 9) Yuma Wetlands, and 10) Hunters Hole, and 11) Parker Dam Camp. The Statement of Work provides more detailed information about the requirement and is attached to the RFQ. (vii) Work shall begin on or about September 1, 2014 and be completed by September 20, 2013. All deliverables submitted on or about November 14, 2014. Work shall be completed at the locations/AOI along the Lower Colorado River, as shown in the Statement of Work. The GIS formatted Shapefiles for the Areas of Interest (AOI) sites and the Maps (requires ArcGIS software) that will reproduce the map included with the SOW (including the areas to be photographed) are not accessible through FedBizOpps. Therefore, please e-mail the Government Contracting POC, Ms. Leslie Dieguez (ldieguez@usbr.gov) if you would like the files e-mailed to you. All deliverables shall be sent to the Technical POC as listed on the awarded Purchase Order, or to 500 Fir Street, Boulder City, NV 89005. The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items (ix) Determination of award will be based on the lowest-priced responsive quote from a responsible offeror. (x) FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items Offerors are advised include with their offer, a completed copy of the provision 52.212-03, or indicate completion of the provision online. Offerors may complete the annual representations and certifications online at https://www.sam.gov/. (xi) FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items.
