- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested The National Institutes of Health (NIH), Clinical Center (CC) Department of Laboratory Medicine (DLM), intends to award a one year (1) with an option of three (3) years fixed price purchase order to BioRad Laboratories Benicia, CA 94510 to procure reagent supplies for the Bio-Rad D-10 and Variant II analyzers, Serial # DC2L761118 and 12606 for the use of patient care testing. This is a follow-on requirement for existing protocols. The D-10 analyzer performs HbA1c testing utilizing HPLC methodology in order to accomplish the following: These kits are proprietary and can only be used in this instrumentation • Redundancy in test methodology - back up to current system - Bio-Rad Variant II analyzer • Improvement in turn-around time • Reduction in labor • Error reduction - interfaced resulting D-10 HbA Reorder Pack #220-0101 12 per year Hemoglobin Screening #270-2103 12 per year Bio-Rad Laboratories, Inc. is the original equipment manufacturer. The methodology is HPLC and is the ‘gold standard' for this type of testing. Bio-Rad under this agreement is the sole provider of the reagents and any other reagents would void the warranty of the equipment. Since this instrument is onsite, installed, operational, interfaced and tested for the existing protocols a change of the equipment and reagents would be detrimental to the government and would harm the results of patient care. The acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of FAR part 6.302-1. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Milton Dartoozos, contract Specialist, Milton.dartoozos@nih.gov by the due date and time marked in this notice.
