Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1, to Battelle Memorial Institute, 505 King Avenue, Columbus, Ohio 43201, in support of the Naval Medical Research Unit -Dayton (NAMRU-D) located at Wright Patterson AFB in Dayton, OH.. The estimated value of the contract is $469,962.00. NAMRU-D has a critical need for research and development services to support the study the adverse health effects of inhaled Afghan soil and "burn pit" emissions. Battelle Memorial Institute will conduct a series of test burns at Battelle's Ambient Breeze Tunnel (ABT) facility to burn mixed solid waste (MSW) and conduct the emissions to a laboratory where animals will be exposed by inhalation. A total of 5 burns on 5 exposure days will be conducted. Battelle Memorial Institute is the only lab within the required 100 mile radius that has facilities capable of conducting this research. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by the date and time listed above. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
