- TITLE: SCANNING DIFFERENTIAL MOBILITY ANALYZER (SDMA) SYSTEM SOLICITATION NO.: SB1341-14-RQ-0274 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 - STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees.*** ***All interested parties may provide a firm fixed-price quotation for (1) Scanning Differential Mobility Analyzer (SDMA) System in accordance with the minimum specifications included herein: CLIN 0001: Electrostatic Classifier QTY: 1 ea. CLIN 0002: Soft X-ray Advanced Aerosol Neutralizer QTY: 1 ea. CLIN 0003: Differential Mobility Analyzer QTY: 1 ea. CLIN 0004: Control Software for the DMA System QTY: 1 ea. CLIN 0005: Installation QTY: 1 job CLIN 0006: On-Site Training QTY: 1 job The following are the min. specifications for the SDMA System: I. BACKGROUND The general mission of the Materials Measurement Science Division (MMSD) of the Material Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST) is to provide research, reference materials, and data to support accurate and selective analysis of microscopic particles and surfaces including the spatial distribution of chemical species relevant to industrial, environmental, and biological processes. Nanoscale imaging and microanalysis of materials is one of the main research topics. The proposed purchase of a scanning differential mobility analyzer (SDMA) system is in support of MMSD's nanoparticle release study from nanocomposite consumer and manufactured goods. The SDMA system will enable size separation of the released nanoparticles for subsequent collection and analysis using an existing nano aerosol sampler (NAS) and scanning electron microscopy (SEM) and transmission electron microscopy (TEM). II. SPECIFICATIONS No prototypes, demonstration models, used or refurbished instruments will be considered The SDMA system shall: 1. consist of electrostatic classifier, aerosol neutralizer, differential mobility analyzer, and software to control the components and operate them as a system and in automated scanning mode. 2. Ability to use different types of aerosol neutralizer and DMA, such as radioactive (85Kr) aerosol neutralizers and long or nanometer range DMAs. 3. Ability to auto-discover connected components such as condensation particle counters and fast mobility particle sizers. 4. Ability to be configured with positive and negative polarity. 5. Input particle concentration range up to 107 particles/cm3 6. Ability to support particle resolution of up to 64 channels per decade. 7. Automatic scanning of the particle size range from 10 nm to 10000 nm. 8. Aerosol flow rate range of 0.2 L/min to 2 L/min. 9. Sheath air flow rate range of 2 L/min to 30 L/min. 10. Use a non-radioactive, soft X-ray aerosol neutralizer. 11. Shall not include integrated or built-in condensation particle counter or other types of particle counter. 12. Ability to add different types (water or butanol based) of particle counter in series with the system. 13. Ability to output monodisperse particle stream for backend sampling using nanoparticle sampler such as TSI NAS. 14. Standalone operation and data logging without a separate PC. 15. Ability to run the control software in Windows 7 PC. 16. USB and RS232 ports for data transfer 17. RS 232, USB and Ethernet ports for status updates Installation The Contractor shall provide installation for the SDMA system. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, set-up and hook-up of the SDMA system, demonstration of all required specifications, and removal of trash. Onsite installation and demonstration shall be conducted at NIST's Gaithersburg, MD campus. On-Site Training The Contractor shall schedule and facilitate one (1) on-site training session on the SDMA system for up to three (3) NIST technical personnel at NIST's Gaithersburg, MD campus. Training shall commence upon successful completion of installation and successful demonstration of the SDMA system capabilities. The training shall include, at a minimum, a demonstration of all instrument functions and software operations which will allow NIST personnel to operate the system to its full capabilities. In addition, the session shall also include basic troubleshooting. The training may be completed at NIST immediately after installation and demonstration of all required specifications, but no later than 30 days after installation. The Contractor shall schedule the installation and training date with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. Training shall be provided during normal business hours, between 8:30am and 5:00pm Monday through Friday. III. DELIVERABLES SDMA system shall be delivered to NIST within 6-8 weeks from the award of the purchase order. Delivery shall be FOB Destination. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the delivery order, be responsible for any loss of an/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the delivery order; and pay all charges to the specified point of delivery. System installation and training shall be completed within 90 days from the award of the purchase order. ***QUOTATION PREPARATION INSTRUCTIONS*** ***All offerors shall submit the following: Technical Quotation (Vol. I) and a Business/Pricing Quotation (Vol. II) as (2) separate electronic files. Incomplete quotations may not be considered and may be removed from further consideration. Quotations shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number. A one-page transmittal letter signed by an individual authorized to commit the organization shall be transmitted with the quotation to the Government. Each quotation shall be on 8.5" x 11" paper, in a commercially standard font, not smaller than 12 point font. Each page in the quotation shall be separately numbered. The quotation shall be limited to six (6) single-sided, single-spaced pages (excluding the letter of transmittal, instrument literature and past-performance information). ***Overall Arrangement of Documents*** VOLUME I: TECHNICAL (No pricing information shall be included in the technical quotation) Technical Capability - The offeror shall submit a technical description or product literature for the system it is proposing, which clearly identifies the manufacturer, make and model nos. The offeror must demonstrate that its proposed system meets or exceeds each minimum requirement described in the specifications by providing a citation to the relevant section of its technical description or product literature. If applicable, evidence that the offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. VOLUME II: PRICE The offeror shall: a) submit a firm, fixed-price, for each of the system components, the installation and the on-site training; b) specify warranty information for the SDMA System; and c) indicate the no. of days after receipt of an order to allow for SDMA system delivery, installation and training ***EVALUATION*** The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation, conforming to the requirements of the solicitation, is evaluated to be the Lowest Price Technically Acceptable (LPTA) quotation, considering the Government's evaluation of the following factors: (1) technical, (2) price. The Government intends to make a single award and reserves the right to make no award as a result of this solicitation. The Government intends to evaluate quotations and award a purchase order without discussions with offerors. Therefore, the offeror's initial quotation should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any and or all quotations if such action is in the public interest. Technical and price are approximately equal in importance. ***EVALUATION CRITERIA*** ***Technical ***Technical Capability The Government will evaluate the offerors proposed components and related literature to determine the extent to which the system meets or exceeds all minimum specifications. Quotations that do not demonstrate the proposed system meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed instrument meets a certain minimum requirement, NIST will determine that it does not. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The Offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The Offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s). Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. ***Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the Offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. ***Offerors shall e-mail their quotation to randy.schroyer@nist.gov so that it is received by the response date/time for this solicitation. It is the responsibility of the offeror to confirm NIST's receipt of its quotation. Each quotation shall include sufficient data to allow the Government to determine the amount, realism and consistency of the quoted fixed price. ***All questions regarding this solicitation shall be submitted in writing via e-mail to the Contract Specialist, Randy Schroyer, at randy.schroyer@nist.gov no later than 5:00PM EST June 19, 2014. ***The due date and time for receipt of quotations is June 26, 2014 no later than 5:00PM EST.
