After results of this market research are obtained and analyzed and specifications are developed for the sheet resistance mapping system that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The Center for Nanoscale Science and Technology (CNST) at the National Institute of Standards and Technology (NIST) is an organization whose mission includes developing techniques for fabrication and property measurements of nanomaterials. As a part of this mission, CNST is seeking the ability to perform atomic-resolution imaging and spectroscopy and make 3-dimensional measurements on nanostructures in a reactive environment at high temperatures. This will be achieved using in situ imaging and chemical analysis under reactive environments in an environmental transmission electron microscope (ETEM). In addition CNST seeks the ability to perform tilt tomography in the ETEM to extract 3D information while maintaining reaction conditions. Reaction conditions used vary in the temperature range of 20 Celsius to 1000 C under pressures ranging from high vacuum to 3000 Pa (20 Torr). The ETEM heating holder will be used to heat thin samples up to 1000 C in various gas environments such as (but not limited to) oxygen, nitrogen, hydrogen, carbon monoxide, acetylene, ammonia, Iron carbonyl, ferrocene, nickelocene, disilane, silane etc.) at pressures specified in the previous paragraph.
