- Terms & Conditions This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RML6-RFQ-14027. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-74 dated May 30th, 2014. The associated North American Industry Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories, is seeking to purchase a HIDEX SENSE Plate Reader. All interested companies shall provide quotation(s) for the following: HIDEX Sense Multi-Technology Microplate Reader for Luminescence (LUM), Fluorescence Intensity (Fl), Time Resolved Fluorescence (TRF), Fluorescence Polarization (FP) and Absorbance (ABS) measurements. Reader is robot accessible. Includes MS Windows based touch screen operated instrument control/data acquisition software and high performance optics for reading of micro-well plates up to 1536 wells. Features: Shaking prior to measurement of each plate or well Scanning of wells - 100um steps over entire plate area Temperature Control from 2C above ambient to 65C Measurement time/plate - Depends on the plate and measurement type - Minimum <14 seconds for 96 well plate Light Source - Xe-flash lamp for Fl, TRF, FP and Abs modes - Excitation/wavelength range 230 nm - 1000 nm - Continuous closed loop intensity control Light Path - High intensity direct illumination optics - Filter storage for 32 15mm or 12.7 mm fluorescence filters - Filter and dichroic mirror additions/changes through automatic hatch on instrument front Detectors Single PMT for detection for Fluorescence and Luminescence - Photon Counting for reading luminescence emission - Integral counting for Fl and FP - Photon counting with Time Resolved Decay Curve on TRF - Spectral range from 230 nm to 850 nm (PMT) Absorbance Mode - Spectrograph detector - Spectral range from 230nm to 1000nm Fluorescence Mode - Filter storage for 32 Filters, 12.7 or 15 mm diameter - Wavelength Range: 230-850 nm - Kinetic and endpoint measurements. - Detection limits (> 3 S.D. above blank) - Dynamic range up to 6 decades. - Fluorescence Intensity (Fl): < 0.15 fmol fluorescein/ well in a black 384-well plate, 50uL sample vol. - Time-resolved Fluorescence (TRF): < 3 amol Eu/well in a white 384-well plate. 50uL sample vol. - Fluorescence Polarization (FP): < 5 (typical < 3 mP stdev) at 1 nM fluorescein, in a black 96 well plate, 200 uL sample vol. Luminescence Mode - Kinetic and endpoint measurements. - Glow Luminescence with or without filters - Dynamic range up to 6 decades - Sensitivity < 10 pM glow luminescence in a white 96-well plate (> 3 S.D. above blank) - Background < 200 CPS - Cross-talk (sample volume 200 uL): <0.01 % on white 96-well plate, sample vol. 200 mL. <0.5% on white 384-well plate, sample vol. 50 mL. Absorbance Mode Kinetic and endpoint measurements. This is an open-market combined synopsis/solicitation for a HIDEX SENSE Plate Reader as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process all quotes should include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
