- The Federal Bureau of Prisons (BOP), Transitional Drug Abuse Treatment (TDAT) Contracting Office, is seeking quotations from sources having the ability to provide community-based outpatient substance abuse and mental health treatment services in Wilmington, North Carolina. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Federal Regulations 18 U.S.C., & 3621(e), The Violent Crime Control and Law Enforcement Act, and 550.56 Community Transitional Drug Abuse Treatment Program (TDAT) mandates the BOP to provide these services. In addition, the BOP provides treatment for mentally ill inmates while they reside in a Residential Reentry Center (RRC) and/or home confinement to ensure a continuity of care. The contractor's service location shall be within 10 miles of the Federal Courthouse, located at 2 Princess Street, Wilmington, North Carolina, 28401, and located within one-half (1/2) mile (walk) of community based transportation. The services required for this contract include: Base Year: Estimated number of inmates = 25 Estimated Substance Abuse Treatment Services: 2011- Intake Assessments - (1 per inmate) for 25 inmates = 25 units; 2010- Individual Counseling - (30 minutes = 1 unit), 48 units x 25 inmates = 1,200 units; 2020- Group Counseling - (30 minutes = 1 unit), 72 units x 25 inmates = 1,800 units; 2030- Family Counseling - (30 minutes = 1 unit), 24 units x 25 inmates = 600 units; Estimated Mental Health Treatment Services: 5011- Mental Health Intake Assessment & Report - (1 per inmate) x 10 inmates = 10 units; 5030- Psychiatric Evaluation & Report - (1 unit per inmate) x 10 inmates = 10 units; 6010- Mental Health Individual Counseling - (30 minutes = 1 unit), 48 units x 10 inmates = 480 units; 6020- Mental Health Group Counseling - (30 minutes = 1 unit), 48 units x 10 inmates = 480 units; 6051- Medication Monitoring (1 visit includes any and all medication administered by the provider during a 24-hour period or clinical visit), 6 x 10 inmates = 60 units; 1202- Inmate Transportation (round-trip = 1 unit), 48 units x 60 inmates = 2,880 units The anticipated period of performance is October 01, 2014 to September 30, 2019, if all option years are exercised. The contractor's philosophy and techniques must be based on cognitive behavioral therapy. Documented experience of working with an inmate population and the understanding of the criminal justice system is also required. The contractor will ensure all personnel providing direct clinical services to BOP inmates are appropriately licensed / certified by the State of North Carolina to provide the services listed above. All contractors and subcontractors must have the appropriate business/treatment/facility licenses applicable for the State in which services will be provided. Contractors who administratively manage subcontractors from a State outside of the State where services are provided must ensure they have all appropriate licenses for the State in which they are located as well as the State in which services are conducted. The services shall be in accordance with the Federal Bureau of Prisons Community Transitional Drug Abuse Treatment and Mental Health Treatment Services Statement of Work, dated April 2011 - Master's Required, Revision 01, dated April 2013. The request for quotation's approximate availability date is June 24, 2014, and will be distributed solely through the General Services Administration Federal Business Opportunities web site https://www.fbo.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. The estimated closing date will be on or about August 20, 2014. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement will be unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
