Description
THIS IS A NOTICE OF INTENT AND NOT A REQEUST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with OmicSoft Corporation, Morrisville, NC, 275601, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This procurement is for OmicSoft Array Studio and Array Server Software for the following items: 1) OmicSoft Array Studio and Array Server Software Renewal. The period of service for this renewal is: June 15, 2014-June 15, 2015. This software serves a critical role for the NIEHS Microarray Core (NMC) to achieve its mission of providing state-of-art gene expression program to NIEHS scientific community. The complete OmicSoft software package consists of two products: Array Studio and Array Server. Array Studio provides the statistical analysis engine for analyzing microarray data with both simple tools (ANOVA, regression) and complex tools (clustering, pattern analysis).It also provides over 50 unique customizable views designed for visualizing genomic data. Array Server provides a central location for storing microarray data, and it also provides customizable pipeline processes that integrate with the NIEHS in-house Laboratory Information Management and Micro Array Project Systems. Array Studio and Array Server are fully integrated as one software package, and they provide an enterprise solution for managing and analyzing microarray data in the MicroArray Group (MG). Currently, microarray Data from all MG projects are processed through the analysis pipelines, and the analysis results are included in the project reports MG provide to its customers. Array Server also includes a database to over 7000 manually curated public data sets from Gene Expression Ominbus (GEO) and over 400 manually curated data sets from The Cancer Genome Atlas project (TCGA). These public projects are fully analyzed and can be integrated with internal projects on the server database for search and comparison. The MicroArray Group (MG) has provided this useful research resource to NIEHS researchers who are interested in exploring published data sets. Besides supporting all microarray platforms NMC currently uses Array Studio and Array Server to support next generation sequencing (NGS) data as well as other genomics technologies such as Genotyping, Proper storage of this microarray data ensures NMC full compliance with HHS/NIH Record Retention Policies. OmicSoft Corporation is the manufacturer and sole distributor of this software thereby making it the only available source for this requirement. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with OmicSoft Corporation. The NAICS Code/Size is 511210/25.0. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
