Description
JOFOC THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is a Special Notice with the intent to award a sole source firm fixed-price contract to General Electric Sensing & Inspection Technologies, LP (GE) under the authority of FAR 6.302 based on GE's unique technical qualifications as the only known company authorized to upgrade a GE Nanomex 180 X-ray machine to operate as an Computed Tomography (CT) X-ray machine. The National Transportation Safety Board (NTSB) knows of no other source for this specific upgrade. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to provide equipment that performs the required work. Background The NTSB is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. In September 2011, the NTSB awarded purchase order NTSB-P-11-0057 for one (1) GE Nanomex 108 X-ray machine. The GE Nanomex 180 X-ray machine generates real-time (two dimensional) X-ray images of the part under inspection, however this machine cannot generate CT X-ray images. CT X-ray is defined as radiography in which a three (3) dimensional (3D) image of a part under examination is constructed by computer from a series of cross section scans. Once a 3D image is constructed by computer, a CT X-ray machine can reconstruct a cross section through any orientation of the part to, for example, characterize the shape and size of an internal material anomaly (defect) or provide information regarding the internal and external contour of a part. The NTSB has a need to upgrade its real-time X-ray machine to operate as an CT X-ray machine. The upgrade to a CT X-ray system would require installation of proprietary software and additional hardware by the manufacturer (GE). Other manufacturers are not known to possess the proprietary software or hardware to perform the upgrade. The NTSB relies on GE to perform preventative maintenance service, replace parts, and provide software updates of the x-ray machine. Installation of software or hardware by other manufacturers would void the factory warranty and cause the original manufacturer to terminate technical support for the X-ray machine. Based on the fact that GE is the manufacturer of the X-ray system and is the only company authorized to offer an upgraded software and hardware system that is compatible with the machine for CT scan capability. This upgrade will add capability to the NTSB laboratory for conducting materials failure analysis. Required Capabilities The contractor shall provider all labor, equipment, and other items and services necessary to upgrade the GE Nanomex 180 X-ray machine to Operate as a CT X-ray machine including a calibration test and training for up to four (4) NTSB staff. Sources capable of fully satisfying the above requirements are invited to submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice should, must include: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements; (3) business/contracts/marketing office point(s) of contact; (4) notification of business size and /or special status; and (5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five (5)-page submission limit plus web links and any specialized product descriptions. The statement of qualifications should include only information that clearly demonstrates the respondent's capabilities, expertise, and experience to provide the requirements described in this notice. General marketing material should not be included. The NTSB prefers that companies do not submit proprietary material. However, the Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which shall be considered by NTSB. Parties must submit information within seven (7) days of publication of this notice. NTSB will not return capability statements and the supporting documentation submitted in response to this notice. Telephone responses and inquiries will not be accepted.
