- Sole Source Justification The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU can be found on our website: www.usuhs.mil. USU intends to negotiate on a sole source basis with Zayo Fiber Solutions, formerly Fibergate, Inc., located in Louisville, CO for an initial bridge contract to bring performance periods into alignment and a follow on base plus four option year contract for lease and maintenance of the following fibers: 1) SIM Center - Dark Fiber Connections on 2 fibers (1 pair) cables; Point-to-point from USU 4301 Jones Bridge Rd, Building 71A, Telecom Room, to Walter Reed, Forest Glen Campus, 2460 Linden Lane, Building 163. 2) Rockledge - Dark Fiber Connections on 2 fibers (1 pair) cables; less than 7 miles; Point-to-point from USU 4301 Jones Bridge Rd, Room G007, Bldg 71A to Rockledge Drive. 3) Rockville - Dark Fiber Connections on 2 fibers (1 pair) cables; less than 7 miles; Point-to-point from USU 4301 Jones Bridge Rd, Room G007, Bldg 71A to Rockville Pike, 10th floor, Suite 10000. 4) TwinBrook - Dark Fiber Connections on 2 fibers (1 pair); less than 7 miles, point to point from USU Room G007 Bldg 71A to 12725 TwinBrook, 2nd Floor LAN closet, Room 242. Period of Performance for the combined Fiber Optic MRC contract: Base Year: 1 August 2013 - 31 July 2014 OYI: 1 August 2014 - 31 July 2015 OYII: 1 August 2015 - 31 July 2016 OYIII: 1 August 2016 - 31 July 2017 OYIV: 1 August 2017 - 31 July 2018 The 2014 Bridge contract will be structured as follows and replace existing contracts: SIM Center - seven (7) months from 1 January 2014 to 31 July 2014. Replaces HU000110MDV38 Rockledge - four (4) months from 26 March 2014 to 31 July 2014. Replaces HT940412MCV50 Rockville - one and one half (1.5) months from 15 June 2014 to 31 July 2014. Replaces HU000111MDV35 This service will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures, utilizing the commercial test procedures of FAR subpart 13.5. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The cables were installed and the connections established in 2009 and Zayo Fiber Solutions (Zayo) has provided continuous coverage since then. The sole source determination is based on Zayo owning the existing fiber cables connecting the University to its other remote sites and has fiber in place from USU to the four identified P2P locations. As this service need is continuous, the time frame and cost necessary to install new cables is prohibitive, therefore Zayo is the one source reasonably available to meet the needs of the government. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide lease and maintenance of fiber cables immediately and without incurring construction costs. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
