Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA251-14-Q-0376 is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72B. The North American Industry Classification System (NAICS) number is 333912 and the business size standard is 500 employees. This will be a small business set-aside. Proposals must be in accordance with the SOW. All responsible sources may submit a proposal which shall be considered by the contracting officer. Statement of Work: DESCRIPTION/SPECIFICATIONS/WORK STATEMENT I.SCOPE OF WORK: The Contractor shall provide materials, labor, equipment and supervision for the installation of the Medical Air Gas Compressor System located at the Ann Arbor VA Healthcare Facility for Building 22. Location for the installation will be Ann Arbor VA Medical Center, 2515 Fuller Road, Ann Arbor, MI 48105. This contract is for installation services to include labor, materials, installation and supervision for work to be completed to install the Medical Air System which consists of a Quincy ½ HP Duplex Reciprocating Climate Control Air Compressor model number QC00503D. This unit will be equipped with (1) duplex control panel with dual power supply, (1) integrated refrigerated dryer factory installed, PRV Station Factory installed, (4) korfun pads. This will start up and shipping of this unit. The contractor will also supply a Emulsion Separator by Quincy model number QCS 100 and Brehob Automatic Condensate drains model number PD70200. The contractor will furnish all labor, tools, material and equipment to perform the work, as per plans and specifications, in a timely and orderly manner. The contractor will rig climate control air compressor into mechanical room, furnish and install ½" (L-Type) copper piping to tie into existing climate control system, set water/oil separator, furnish and install 3/8" O.D. tubing from drain off of climate control unit to water/oil separator, furnish and install ½" O.D. tubing from water/oil separator to floor drain and check/test piping. A crane will also be provided by the contractor to set medical air unit onto the roof of building 22. The contractor will perform all electrical connections and panel tie in with authorization and approval of the Electrical /HVAC Supervisor. The contractor will perform and will be responsible for all necessary adjustments, installation and appropriate testing of the newly installed Medical Air Compressor System to include existing and added piping. This contract is for installation services to include labor, materials, installation and supervision for work to be completed to install the Lab Air System which consists of a Powerex Oil-Less Scroll Laboratory Compressor System model number STD0503X-Desiccant Dryer. This unit will be equipped with Oil-Less Scroll compressor pump, receiver tank, starter control panel with the Desiccant Dryer option (installed, 115V, 32 CFM rated) and filtration. The recommended options of Vibration Mounting pads and monitoring equipment will be included. The contractor will include start-up, installation, provide electrical to the medical lab unit inside the mechanical room and provide a crane to set the unit on the roof. The contractor will set up gantry on the roof, furnish and install intake fresh air, copper piping, silver soldered with NF nitrogen purge from medical lab unit to tie into existing header and check and test piping. II.CONFORMANCE STANDARDS: All services provided under this contract must and will be performed in conformance with the Federal regulations and AAVA policies and requirements. III.PREVENTIVE MAINTENANCE: All preventive maintenance will be done by the contractor through warranty and provisions set by AAVA to repair, adjust and add accessories components to the compressor. IV.PARTS: Work under warranty must be replaced within 30days. Any further delays must be approved via the Contracting Officer. V.REPORTING REQUIREMENTS: The Contractor shall be required to report to the Facilities Management Office located in Building 3 at the Ann Arbor VA Medical Center to log in with the Energy Center Supervisor and Section during normal working hours. This check in is mandatory. When the service is complete, the Contractor shall document services rendered on a legible field service report. The Contractor shall log out at the Facilities Management Office Energy Center Section and submit the field service report to the Contracting Officer Technical Representative for a signature, during normal working hours. If the Contracting Officer Technical Representative is unavailable, a signed authorized copy of the field service report shall be sent to the Contractor after the work has been reviewed. VI.SAFETY REQUIREMENTS: In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer shall notify the Contractor of any safety issues and the action necessary to correct these issues. Such notice, when served on the Contractor or his representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work, and hold the Contractor in default. Work shall be performed within 45 days ARO to the Ann Arbor Healthcare System, 2215 Fuller Rd., Ann Arbor, MI, 48105. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and offerors must comply with all instructions contained within it. Award will be made to the lowest price, technically acceptable offer. The following additional provisions and clauses apply: 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer unless ORCA registered which must be noted in quotation. 52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses: 4, 6, 23, 26, 27, 28, 29, 31, 38, 42, and 48.. The following additional clauses apply, and upon request, the contracting officer will make their full text available: FAR 52.204-7, FAR 52.225-25, FAR 52.252-2, and VAAR 852.270-4 Clauses Incorporated by References (Feb 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
