- The U.S. Army Corps of Engineers - Engineer Research and Development Center (ERDC) has a requirement to furnish and deliver In-Situ Laser Diffraction Grain Size Analyzers for use by the Coastal and Hydraulics Laboratory (CHL) in Vicksburg, MS. The ERDC intends to issue a firm fixed price contract to Sequoia Scientific, Inc., 2700 Richards Road, Suite 107, Bellevue, WA 98005, on a sole source basis. The specific characteristics of the LISST-100X that limit the availability to a sole source are the ability of the instrument to make laser diffraction grain size distribution measurements in-situ. Sequoia Scientific is the only source that can furnish this requirement because laser diffraction grain size analyzers available from other vendors are either bench top laboratory instruments or instruments designed for pipe flow. For the purpose of the research at the ERDC, the laser diffraction analyzer must be capable of field deployment in fluvial environments while also being coupled to other particle imaging camera systems or erosion flumes. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 334516 with a size standard of 500 employees. The specifications for this requirement are included as an attachment to this solicitation. They can be found at the Additional documentation link toward the bottom of this announcement. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
