- The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division intends to negotiate a firm fixed price, 100% small business set-aside contract purchase 200 each Nonmetallic 1-1/4" Hose Assembly (1.250" ID x 1.797" OD) x 50' length (+12"/-12" overall) to be used at the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System Code is 326220 - Rubber and Plastics Hoses and Belting Manufacturing. CLIN 0001: 200 each Nonmetallic 1-1/4" Hose Assembly (1.250" ID x 1.797" OD) x 50' length (+12"/-12" overall). • 1-1/4" Hose Assembly (1.250" ID x 1.797" OD) x 50' length (+12"/-12" overall) • Working pressure to be 150 PSI minimum • Construction to be synthetic rubber inner tube, reinforced with synthetic high strength textile yarn, and a synthetic rubber cover. The cover shall be not contain any color containing yellow or magenta shades. • Cover to be mild acid and oil resistant • End fittings to be permanently attached and are to be all brass and/or stainless steel only. • End fittings to be swage type x 1-1/4" male nominal pipe thread • Hansen quick connect coupling part number B10-T41 (Plug), "or equal" to be installed on one end of the hose assembly and Hansen quick connect coupling part number B10-S41-SL (Socket), "or equal" to be installed on the opposite end. These fittings are to be all brass and/or stainless steel only. • A safety cable equal to "Dixon" Style "W" whipcheck is to be permanently attached between the 1-1/4" pipe thread nipple and the Hansen B10-T41 Plug. This permanent attachment method is to be done via crimping. • Each hose assy. Shall have a layline containing, at a minimum, manufacturers name, working pressure and requisition number. Marking shall consist of minimum ½" high white letters in indelible ink. • Each completed hose assembly shall be hydrostatically tested to 150 PSI and held for 30 minutes with zero leakage or bulges allowed. • Supplier must provide written certification that hose assemblies (hose and fittings) have been hydrostatically tested at 150 P.S.I for 30 minutes with zero leaks and/or bulges. A copy of this certification is to be sent to code 135, building 276, and a copy is to be sent to the Purchasing Agent/Contracting Officer to be filed with the contract. • At no cost to the government, Norfolk Naval Shipyard reserves the right to request a sample assembly for testing and evaluation purposes from any or all offerors during the evaluation process. • Hose must be palletized. This procurement will be processed in accordance with Federal Acquisition Regulation (FAR) Subpart 13, Simplified Acquisition Procedures. The solicitation number is SPMYM1-14-Q-0106 and it is expected to be posted on or around 10 June 2014. Quotes will be due by 4:00 pm EST on or around 17 June 2014 and may be emailed to the attention of Michael Jackson at michael.r.jackson@dla.mil. Please make sure that the solicitation number (SPMYM1-14-Q-0106) is included in the subject line of any email correspondence. Emails without subject lines will not be read because of security issues. A copy of the drawings and evaluation factors will be attached to the solicitation. Vendors must answer all evaluation factors for their bids to be considered viable. Vendors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at https://www.fbo.gov (Federal Business Opportunities). By submitting a quote, the vendor will be self-certifying that neither it nor its principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
