- The Department of Interior, National Park Service, Golden Spike National Historical Site, Brigham City Utah, is seeking interested sources that can provide all labor, supervision, equipment, supplies, services, permits, licensing, and transportation to accomplish a 1472 service day inspection on two replica steam locomotives. The inspection will include replacement of boiler components and insulation along with re-jacketing the exterior of the boilers. The park operates two replica steam locomotives, the Jupiter and No. 119. The locomotives are used extensively for interpretive demonstrations, which contribute to visitor understanding and appreciation of the purpose and significance of Golden Spike National Historic Site. They are replicas of the two locomotives that met at Promontory Summit on May 10, 1869 when the last spike was driven to complete the nations first transcontinental railroad. This work shall comply with the Federal Railroad Administration (FRA) regulations set forth under 49 CFR, Part 230. All boiler maintenance protocols and materials used shall also comply with the Association of Mechanical Engineers (ASME) codes regarding pressure vessels. The contractor will be required to possess a current ASME R Stamp for repair of pressure vessels. The contractor shall remove all two inch by eleven foot long boiler tubes and replace them. The boilers shall be visually inspected and undergo an ultra-sonic thickness inspection. The contractor will be required to fill out a FRA Form 4 to reflect the condition of the boiler at the time of this inspection. Project will also require replacement of several cleanout and inspection connections along with the main steam pipes (also called dry pipes). The boilers are encased in insulation. The contractor shall remove and dispose of the calcium silicate insulation and re-install with a similar product. The exterior of the boiler is encased with an existing aluminum jacket. The contractor shall remove, dispose of, install, prime and paint a new 14 gauge sheet metal jacket. This exterior of this jacket is visible to the public; therefore quality must not be compromised. Period of Performance: The engines will be stored in the engine house by October 13th. NPS crews will disassemble items attached to the outer shell of the boiler at that time. Contractor shall anticipate commencing physical work by mid-November. The performance period will be approximately 90 days, depending on fabrication lead times. The NAICS code for this procurement is 336510, with a size standard of 1000 employees.
