Description

INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a Single Award, Firm-Fixed-Price contract for non-personal services relating to data element technical support services in Data Standardization and Terminology Services Management Plan; Technical Management Services - Data Content, Data Standards and Terminologies, and Data Management Lifecycle; and Technical Management Services - Interoperability Technical Services in Health Systems Informatics. Please note this is being issued in connection with Request for Information (RFI) VA701-14-I-0115. DESCRIPTION As part of data element technical support services, the contractor shall provide all labor, supervision, and other resources required to deliver data element technical services support. Technical services are required in developing a Data Standardization and Terminology Services Management Plan and supporting the implementation of the plan. In addition, the contractor shall provide services in the identification, development, coordination, and communication of data requirements necessary to fully support the Veterans Affairs (VA)'s collaboration internally (VA) and externally (federal and private sector partners) to collect, store, report/analyze and exchange data elements, as well as VA's adoption of health data standards. Work includes, but is not limited to, providing day-to-day services by working with a diverse group of stakeholders across VHA programs (e.g., VistA Evolution) and VHA program offices (e.g., Connected Health Office) in identifying and analyzing clinical and non-clinical data, business requirements and preparing data elements for standardization and incorporation into the VA's various databases, data/meta-data repositories, data registries, data warehouses, and any future data storage requirements. These technical services shall support all three Applied Informatics Management (AIM) portfolios, but the preponderance of work is in the Health Data Systems (HDS) portfolio. VA data repositories must be appropriately constructed to receive the data and the source systems and ensure applications are configured to send data, and that the data elements themselves are standardized as necessary to support critical functionality. Specifically, these services are required in the following areas: 1.Data Standardization and Terminology Services Management Plan 2.Technical Management Services - Data Content, Data Standards and Terminologies, and Data Management Lifecycle 3.Technical Management Services - Interoperability Technical Services The contractor shall conduct support activities such as monitoring and reporting on assigned programs/project plans, budgets, schedules, performance, and risks, and providing reviews and input for the Program Management Accountability System (PMAS) artifacts and the HSI Customer Centered SharePoint sites. The contractor shall provide all resources necessary to support the mission and functions of HSI, AIM and the supporting portfolios for portfolio management functions. ADMINISTRATIVE The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business set-aside. The applicable NAICS code is 541611 with a size standard of $14.0 Million. The solicitation will be issued on or about June 11, 2014 for approximately 25 calendar days. The anticipated contract period will include a 12 month base period, with two (2) 12 month options to follow. Offerors will be required to submit their offers electronically via email. This notice is not a request for competitive offers. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at michelle.rhodes@va.gov. Telephone calls will not be accepted.
